Grades 11-12 Scholarships Notice from Biratnagar Metropolitan City

In accordance with the decision of the Municipal Education Committee of Biratnagar Metropolitan City dated 2080/04/25, this notice is published to inform all concerned parties about the provision of a minimum of 10% scholarships to be provided by institutional schools for students studying in their schools, as mandated by the Compulsory and Free Education Act, Education Act, Education Regulations, and other prevailing laws. This applies to Grade 11 students as per the details below:

  1. Institutional schools operating within Biratnagar Metropolitan City must conduct scholarship exams for students studying or wishing to study in Grades 11 and 12 on 2080/05/16, to provide scholarships as mandated by the Compulsory and Free Education Act, Education Act, Education Regulations, and other prevailing laws.

  2. Students can obtain the prescribed form from the website biratnagarmun.gov.np, through their respective schools, or from the Education Administration Division of the Metropolitan City. Students must carefully fill out the form and submit it along with a fee of NPR 100 to the school they wish to study at by 2080/05/10. If the school refuses to accept the form or for any other reason the form cannot be submitted to the school, it can be submitted to the Education Administration Division. The school must post the scholarship notice on its notice board for 15 days, ensuring all students can easily access the form. This will be monitored by the Education Administration Division. Additional details regarding the exam schedule will be published later.

  3. Schools must determine and submit the number/quota of scholarships for Grade 11 students admitted in the academic session 2079 to the Education Administration Division in the prescribed format by 2080/05/01. The quota must ensure a minimum of 10% scholarships for major elective subject groups (Science, Management, Law, Education, Humanities). If the school does not submit the determined quota on time, the Exam Conduct Committee will coordinate with the National Examination Board to determine the quota based on the statistics of the academic session 2079.

  4. The written exam for scholarship selection will be of 100 marks. The Exam Conduct Committee will prepare an objective question paper from Grade 10 subjects (Nepali, English, Mathematics, Science, Social Studies) in a proportional manner, with each question carrying a weight of 1 mark. Students must score a minimum of 35 marks to pass the scholarship exam.

  5. To ensure that talented, underprivileged, differently-abled, women, Dalit, indigenous, injured during people's and Madhes movements, missing, and martyr families' children receive scholarships, the following reservation system is implemented in accordance with the Institutional School Scholarship Distribution Procedure 2074:

    • Talented: 37%
    • Underprivileged: 36%
    • Indigenous: 10%
    • Dalit: 5%
    • Differently-abled: 3%
    • Injured during people's movement: 3%
    • Martyr family: 2%
    • Missing family children: 2%
    • Injured during Madhes movement: 2%

    Each reserved group's fifty percent quota is allocated for female students. If the female student quota is not filled, it will be allocated to male students. At least fifty percent of the scholarship quota will be reserved for students from community schools. If there are no applications or no eligible candidates in any reserved category, the remaining quota will be allocated to other categories with more applications, as decided by the Exam Conduct Committee. A student can apply under only one reserved category.

  6. A student who receives a scholarship in Grade 11 will automatically receive a scholarship in Grade 12, unless:

    • The student has less than 80% attendance.
    • The student marries before the legally specified age.
    • The student fails to pass the grade.
    • The student is found to have submitted false information.
    • The student violates the Education Regulations or the school’s code of conduct.

    The school can enforce conditions (a), (b), and (c) on its own, while conditions (d) and (e) will be enforced by the Education Administration Division upon the school's recommendation.

  7. Students selected for scholarships will not be charged admission, monthly tuition, or exam fees. Schools must not create circumstances that compel scholarship students to mandatorily use residential, food, or transportation services. If a scholarship student has already paid these fees, the school must refund or adjust them.
