School Staff Posting Proposal Presented to Parliamentary Committee

In a recent session of the Education, Health, and Information Technology Committee in the Representative Assembly, the Nepal Community School Employees Union has advocated for the inclusion of 40,000 community school staff members from across the nation under the jurisdiction of the Federal Government, urging for associated service facilities.

During the meeting focused on gathering insights from representatives affected by the School Education Bill, Shashi Kumar KC, the President of the Union, appealed for the definitive placement of all personnel within the Federal Government's purview. He specifically outlined the roles, categories, and levels of these employees while stressing the completion of the process to fill all vacant positions for the current workforce. KC also highlighted the need to address the management of employees facing termination due to the bill's enactment, which would be tackled through an amendment to section 108.

Moreover, he emphasized the necessity for an internal examination by the Teacher Service Commission to ascertain the permanent status of employees involved in the exams. KC called for provisions to calculate the service period of school employees reaching retirement age and the establishment of a leave-granting system, especially for those not participating in exams or failing them.

Additionally, the President introduced a provision in section 109, ensuring that school employees going on leave with facilities like accumulated leave, sick leave, home leave, and medical treatment expenses would receive the applicable amount as per prevailing law. Section 1.1 of the bill now includes a clause exempting school employees from the retirement age limit, allowing them to work up to 20 years beyond the prescribed retirement age, as per the union's request.

Likewise, the amendment to section 24 in clause 5 has been proposed, highlighting the union's request for the termination of school employees based on the number of students and programs conducted in public schools.
