The government of Nepal is all set to conduct a Common Entrance Examination for Bachelor in Engineering (B.E) /Bachelor of Architecture (B.Arch) from the academic year 2025/26. The Common Entrance Examination will be conducted based on the guideline- ‘Harmonizing B.E./B.Arch. Entrance Examination Across Universities in Nepal, 2079’ set by University Grant Commission (UGC), Nepal.

UGC, the apex body of higher education in Nepal, issued the framework for undergraduates in engineering disciplines, considering UGC Act 2050 clause 6.1 (gha, nga, cha).

Currently, seven universities in Nepal have been providing engineering education with their own curriculum, including admission standards and timetables. In this context, UGC Nepal set the guidelines highlighting the need to streamline and harmonize engineering education across the country so as to maintain minimum standards for entry, teaching-learning methods, evaluation systems, and learning outcomes and also to maintain minimum standards required for issuing no-objection letters (NOL) for students going abroad for similar degrees. The guideline will be effective from the date of approval from the UGC Board.

Framework for Harmonizing B.E/B.Arch. Entrance Examination

B.E/ B. Arch. Entrance examinations across all the universities shall follow a framework consisting of 5 components and 24 indicators. Initially, each university shall implement the entrance exam separately, with the aim of moving towards the Common Entrance Examination for all the universities. This framework shall be reviewed at least every five years and shall be refined as necessary.

The government is concerned that the quality of enrollment affects the quality of engineering graduates and, therefore, will have an impact on professional practice. As engineers graduating from abroad should also get a license from the Nepal Engineering Council (NEC) to practice the engineering profession in Nepal, a quality control mechanism is required for those who wish to study abroad. Considering this in mind, Ministry of Education shall adopt following provisions while issuing No Objection Letter (NOL) to pursue B.E/B.Arch. Education outside Nepal.
