Scout-Led Crowd Control for NOC Issuance

The Scout team has faced obstacles, leading to the departure of the NOC (No Objection Certificate) branch's leader. This development arises amid various concerns, notably discontentment over insufficient collaboration from pertinent government bodies.

The NOC branch has been instrumental in facilitating crowd management, with a team of eight scouts actively involved in the process. However, Shanti Ram Poudel, the head of the NOC branch, has tendered his resignation citing frustrations over the inadequate support received from the Ministry of Education, Science, and Technology.

The situation came to light during a visit by the Minister of Education, Sumana Shrestha, to the Thimi-based branch for inspection. Discussions ensued regarding the challenges faced in crowd management, with assurances of support from the minister.

Rijan Tiwari, a Scout Leader, highlighted the efforts invested in managing the crowd independently, emphasizing the need for cooperation from all stakeholders. Tiwari stated, "We strive to handle crowd management ourselves, but when directives are lacking or when it's time for collective action, we advise all students accordingly."

Concerns have emerged regarding the efficacy of the Scout team's involvement in managing police activities. Moreover, the increasing number of NOC recipients has compounded the challenges faced by the branch in crowd management.

In response to these challenges, Basu Dev Vasti, appointed by the ministry to assume leadership responsibilities, has pledged to address the issue within seven days. Vasti emphasized the importance of active participation from branch colleagues and expressed hope for cooperation from the ministry in overcoming the obstacles.

As the Scout team navigates these challenges, the resignation of the NOC branch head underscores the urgency of addressing the issues plaguing crowd management initiatives.
