Nepal’s Education Policy 2082/83 Highlights Reform, Innovation, and Inclusivity

The Government of Nepal has presented the policy and program for the upcoming fiscal year 2082/83. President Ram Chandra Paudel addressed the joint session of the Federal Parliament and outlined the government's vision across multiple sectors, including a strong focus on education reform.

Below are the major education-related commitments highlighted in the program:

  1. Legal, policy, and institutional reforms will be implemented to improve school education.
  2. Education-related laws will be amended and unified; the proposed bill will be passed in this parliamentary session.
  3. All children will be ensured access to basic education by the year 2084 B.S.
  4. The President’s Education Reform Program will be revised and strengthened as a National Education Reform Program.
  5. The existing education system will be modernized, with emphasis on science, technology, research, and innovation.
  6. Students completing school will enter technical/vocational or university education based on grading. Technical education will be extended to the university level.
  7. A Public-Private Partnership Model will improve community school quality through participation from institutional schools. Curricula of institutional and community schools will be unified.
  8. A comprehensive digital learning system will be introduced, including virtual education, student counseling, e-learning content, and teacher mentoring with intensive training.
  9. Internships will be used across all government levels. Students above the undergraduate level will be engaged in research institutions.
  10. An "Earn While You Learn" policy will be introduced, with a guaranteed minimum wage for up to 20 hours of student work weekly. Residential schools will be opened in remote areas.
  11. National regulatory standards for private schools will be introduced. Teacher staffing will be reviewed, a Teacher Bank created with university support, national teacher qualification standards issued, and textbook management gradually transferred to provincial governments.
  12. Higher education will be made research-oriented. University governance systems will be improved.
  13. A National Standard for Education Quality will be developed. Learning achievement will be assessed at local, provincial, and national levels.
  14. The University Grants System will be revised to allocate funds based on student numbers, quality, and institutional sustainability. Career development paths will be ensured for community campus faculty.
  15. Coordination among the public, private, and academic sectors will be strengthened to promote scientific research and technology development. Government think tanks and research centers will work together to support policymaking.
  16. Cybersecurity, data protection, and application development systems will be advanced in a coordinated manner.
  17. Intellectual property, innovation, and research will be linked with traditional knowledge, skills, and community participation.
  18. Scientific human resource development and institutionalized research will be carried out in coordination with federal, provincial, local governments, and private educational institutions.
