Ministry of Education, Science and Technology Tightens Regulations on Foreign-Affiliated Colleges

The Ministry of Education, Science, and Technology has issued new directives to educational institutions operating higher education programs with affiliations from foreign universities. The ministry outlined several mandatory measures to be implemented immediately to enhance the quality and transparency of Nepal's higher education system.

According to the official letter dated Kartik 05, 2081, all institutions must adhere to provisions under the Guidelines for Operating Higher Education with Affiliation from Foreign Educational Institutions, 2059. The Ministry of Education, Science, and Technology stressed the need for these institutions to comply with the following:

Details

  1. All educational institutions operating with affiliation from foreign academic institutions and permission from the Ministry of Education, Science and Technology must obtain QAA (Institutional) from the University Grants Commission within three years. The concerned colleges should initiate the process immediately and inform the Ministry about the initiation of the process along with the details.
  2. Educational institutions operating academic programs of more than one Nepali or foreign university within the same building complex must operate the programs in separate locations within one year.
  3. Each educational institution must immediately appoint a separate dedicated full-time principal and provide the Ministry with the principals' names, details, and contact numbers.
  4. All educational institutions operating with affiliation from foreign universities and permission from the Ministry of Education, Science, and Technology must prepare an annual report in the following format and submit it to the Ministry by the month of Magh.

Report Format

  • Introduction, background, and current status
  • College's annual academic calendar and its implementation
  • College details: Currently operated programs, number of students enrolled (by program and semester, specifying male and female students), teachers (name, qualifications, full-time or part-time teaching subject and level, domestic or foreign, and gender), physical infrastructure (land and building, laboratories, library, etc.), and details of scholarships provided to 10% of students as per the guidelines
  • Good practices adopted by the college
  • Future plans of the college
  • Problems and challenges faced by the college and solutions to the problems
  • Schedules of the report
