Madhesh University is gathering input from stakeholders to finalize the curriculum for its upcoming academic session, during which it plans to offer classes in law and general public administration faculty.
Madhesh University, which has faced challenges in terms of physical infrastructure and staffing since its establishment, has made the decision to offer classes for BALLB, and Public Administration Faculty starting from the current academic session. Vice-Chancellor Deepak Shakya has informed that following the completion of initial tasks, the University engaged in discussions with stakeholders from all eight districts of Madhesh Province to finalize the curriculum. This curriculum was developed by the Curriculum Development Committee, which was formed by Madhesh University in collaboration with an expert team from Kathmandu University.
"We are getting ready to offer two courses in law and public administration during this academic session," he mentioned. "To accomplish this, we are in the process of developing the curriculum and engaging in discussions with stakeholders to gather their suggestions." The team, led by Prof. Dr. Yuvraj Sangroula, who serves as the Coordinator of the Curriculum Development Committee, will visit the district and submit a report containing the collected suggestions. Once the report is approved by the Academic Council, we will commence the admission process," he added.
Due to the absence of a physical university structure, preparations have been made to commence the teaching and learning of both faculties in collaboration with Kathmandu University. Additionally, the university has made progress in constructing the required infrastructure. During a discussion organized by Madhesh University in Birganj concerning the law course, stakeholders actively participated and provided their suggestions on the topics that should be incorporated into the curriculum.
On Baisakh 14th, 2079, the Madhesh State Assembly enacted the Madhesh University Act, 2079, officially establishing Madhesh University on Bhadra 22nd, 2079.
Madhesh University, with the objective of establishing Madhesh province as a hub for technical education encompassing disciplines like polytechnic, IT, management, paramedical, agricultural engineering, and more, is currently in the process of preparing a comprehensive project report (DPR). This report will outline the necessary physical infrastructure requirements and the acquisition of suitable land.
Vice Chancellor Shakya mentioned, "In order to facilitate the functioning of the university, we have recently acquired land in different locations within Parsa after a considerable duration. We are currently engaged in the process of transferring the ownership of the uncultivated and Guthi Sansthan lands to the university."
The preparation of the detailed project report (DPR) is currently pending as the ownership of the land needs to be transferred to Madhesh University. Without the completion of the DPR, the construction of the physical structures cannot proceed. Madhesh University has successfully acquired 35 bigha of uncultivated land in Bahudarmai Municipality-2 of Parsa and an additional 16 bigha of unultivated land in Pokhara Municipality. Furthermore, the university has obtained 27 bigha of Surjaha Kattimath (Radhakrishna Temple) land in Pakahan Mainpur Rural Municipality of Parsa.
According to Registrar Yadav, Madhesh University intends to construct a central office on a 17 bigha land situated in Birganj Metropolitan City. While the policy and program of the Madhesh State Government have allocated Rs. 100 million for Madhesh University, the university has only received a budget of Rs. 50 million a mere two months ago.
Registrar Yadav mentioned, "After considerable efforts, we received a budget of Rs. 50 million out of the total allocation of Rs. 100 million, just two months ago." He further added, "With the availability of the budget, we have initiated preparations for commencing classes and organizing office facilities." Additionally, in collaboration with Birgunj Metropolitan Municipality, the construction of the boundary wall for the university's central office is nearing completion.
Madhesh University has formulated and approved the University Organization, Educational and Administration Regulations, 2079, Teachers and Staff Service Regulations, 2079, and Financial Administration Regulations, 2079. Registrar Yadav mentioned that once the detailed project report (DPR) is prepared for the university, which has a long-term vision of establishing its own central campus, they will initiate the process of fundraising.
Madhesh University holds the authority to recruit essential personnel in accordance with the requirements and justifications. Presently, the university has a team consisting of three administrative staff members, four office assistants, along with the vice-chancellor and registrar. It has been determined that the chief minister of Madhesh province will serve as the chancellor of the university.
