Kathmandu Valley Mayors Forum Urges Schools to Begin Enrollment from Baisakh 11 and Classes from Baisakh 15

The Kathmandu Valley Mayors Forum has requested all local governments within the Valley to begin the student enrollment campaign for the academic session 2083 from Baisakh 11 and commence regular classes from Baisakh 15, aiming to ensure timely academic activities and minimize disruption in learning.

The decision was made during a meeting of the Forum held on Baisakh 9, 2083, in response to the Government of Nepal’s earlier directive, which had set the enrollment campaign from Baisakh 15 and the start of classes from Baisakh 21.

According to the Forum, Rule 84 (1) of the Education Regulations, 2059 clearly states that the academic session of schools begins from Baisakh 1 and continues until the end of Chaitra. Additionally, the Constitution of Nepal (2072) under Schedule 8 places basic and secondary education under the jurisdiction of local governments. The Local Government Operation Act, 2074, Section 11 (j), also grants local levels authority over the establishment, operation, management, and regulation of community, institutional, trust, and cooperative schools.

The Forum noted that local governments have been preparing and implementing academic calendars prior to the start of the academic session. However, the recent government notice created confusion in school operations, affecting regular teaching and learning activities.

Taking into account the constitutional provisions, the Local Government Operation Act, and the interim order issued by the Supreme Court on Chaitra 20, 2082 regarding student enrollment, as well as inputs from stakeholders such as the National Association of Rural Municipalities in Nepal, Municipal Association of Nepal, Teachers’ Federation, Principals’ Association of Nepal (PAN), PABSON, NPABSON, and parent associations, the Forum emphasized the need to maintain uniformity in the Valley’s educational environment and minimize potential learning loss.

Based on these considerations, the Forum has urged all municipalities in the Valley to:

  • Start the student enrollment campaign from Baisakh 11, 2083
  • Conduct regular teaching and learning activities from Baisakh 15, 2083

Furthermore, in light of the ongoing fuel crisis in the country, the Forum has also requested concerned stakeholders to prioritize the use of electric vehicles. It has advised schools to prepare alternative measures, including online classes, to ensure that teaching and learning activities are not disrupted if the fuel shortage worsens.
