Nepal Police Assistant Sub Inspector (ASI) Exam · प्रहरी सहायक निरीक्षक

The Government of Nepal fills 40% of the vacant Assistant Sub Inspector of Police (प्र. सहायक निरीक्षक) positions through open competitive examinations, while the remaining 60% are filled through internal promotions.

To promote inclusivity in the police service, 45% of the positions filled through open competitive examinations will be set aside for the following categories of candidates, with allocations as follows: 20% for women, 32% for Indigenous/Janajati, 28% for Madhesi, 15% for Dalit, and 5% for those from backward regions.

Examination Scheme

The Public Service Commission conducts written Examination at designated centers. The medium of language for the written exam will be Nepali or English, or both Nepali and English.

First Phase

In the first phase of the examination to select Assistant Sub-Inspector of Police applications submitted by candidates who meet the specified qualifications are screened and accepted.

These applicants then undergo the Initial Medical Check-up Examination (IMCE) by the general principles outlined for recruitment and promotion in the police service, as specified in Schedule 6 of the Civil Service Act 2069.

Second Phase

The second phase of the Assistant Sub Inspector (ASI) selection exam consists of a Physical Endurance Evaluation Test (PEET) and a Detailed Medical Check-up.

Detailed Medical Check-up is conducted in accordance with the provisions of Schedule 6 of the "General Principles to be Followed in the Appointment and Promotion of Police Service Personnel, 2069". It includes following check ups 

  1. Height, weight and chest measurement.
  2. Chest Check up (X-ray report)
  3. Urine Test.
  4. Ear, Nose and Throat Check up.
  5. Dental Check up.
  6. General Physic Check up (Surgical Test)
  7. Blood Pressure and pulse check up.
  8. Eye Test ( Colour Blind and Vision Power )
  9. General Personality Observation.
  10. Psychiatric Checking.

Third Phase

According to this curriculum plan, the written exam will consist of three papers. The written exams for the first, second, and third papers will be conducted separately. 

First Paper: General Ability and Reasoning Test (GART) of 100 marks. 

In this paper,  25 MCQs are asked from General Knowledge and 25 MCQs are asked from reasoning test. An applicant should secure 40 marks to pass the examiantion. Total duration of the exam is 50 minutes. 

Two (2) marks will be awarded for each correct answer in the objective multiple-choice questions. A 20% penalty will be applied for each incorrect answer. No marks will be awarded or deducted for unanswered questions. 

Only answers written in English capital letters (A, B, C, D) will be considered valid for objective multiple-choice questions.

Second Paper: Language Proficient Test (LPT) of 100 marks.  

The applicant should appear for the language proficiency test for Nepali and English language and should pass each subject seperately.  The total marks of each subject is 50 and applicant should secure 20 marks on each to pass the examination.  Questions are of subjective types and the total duration of the examination is 3 hours. 

For subject-based questions, 10-mark questions can be asked in the format of:

  • A single long question.
  • Two or more parts of a single question.
  • Two or more short notes under one question.

Separate answer booklets will be provided for each section. Candidates must write their answers to each section's questions in the corresponding section's booklet.

Third Paper: Professional Orientation Aptitude Test (POAT) of 100 marks 

The third paper curriculum is divided into two parts: Professional Knowledge and
Professional Behavior test.

Applicants have to complete a Professional knowledge paper in 2 hours and 15 minutes. After that, they can take a 45-minute test on Professional Behavior. The total marks of the exam are 100, and the applicant should secure 40 marks to pass the examination. 

Professional Behavior Test will assess the candidate's ability to perform the daily tasks of a police officer, including crime investigation, patrolling, reporting crimes, handling traffic accidents, responding to cases of sexual and domestic violence, taking complaints, making arrests, detaining suspects, conducting searches, investigating cases, controlling crowds, and carrying out rescue operations.
The test will consist of three parts:

  1. Situational Travel Time (5 Marks): Candidates will be presented with a scenario and asked to estimate the time it would take to travel from one location to another.
  2. Incident Report Writing (5 Marks): Candidates will be presented with a scenario and asked to write an incident report based on the information provided.
  3. Simulation/Work Sample (5 Marks): Candidates will participate in a simulation or work sample that will assess their ability to perform a specific police task.

Fourth Phase

Special Medical Check-up

 The special medical check-up will be conducted in accordance with Schedule-9 of the General Principles to be Adopted in the Appointment and Promotion to the Police Service, 2069.

In the special medical check-up, applicants are tested for HIV/AIDS, Hepatitis B, and other complicated suspicious diseases. 

Fifth Phase

The fifth phase of the exam is about Competency Test (Group Discussion) and Interview

Competency Test (Group Discussion): 10 marks (oral)

Regarding the competency test (Group Discussion), it will be conducted and evaluated according to the "Competency Test: Group Discussion Exam Operation and Evaluation Procedure - 2077."

Group exercises are a common selection technique used by recruitment agency to assess candidates in recruitment process. Candidates will be assessed in groups of 6-8 and provided with a work place relevant issues/problem or scenario requiring the entire team to work together and solve this issue.

Throughout the duration of the test all candidates will be observed, and their behaviors and performance will be noted by the assessors. Assessors will be taking the note of the critical behavior displayed by candidates during the discussion and those behaviors will be matched with the identified competencies taking account of behavioral indicators. The total time for Group Discussion will be maximum 30 minutes for each group.

There are many variations when it comes to group exercises, some may take the form of a role play exercise such as a mock meeting. Similarly, it may involve a problem-solving scenario, requiring candidates to work as a team and solve the issue/identify the solution.

Interview: 40 marks (oral)

The results of the competency test (Group Discussion) and interview exam under the fifth phase will be published based on the combined total marks obtained from the written exam, competency test (Group Discussion), and interview exam.

The final merit list for the fifth phase will be determined by the total marks achieved across these three components. The top candidates from this merit list will be selected for appointment to the police service.

Probationary Period:

A police officer appointed to a position of ASI filled through open competition shall be on probation for one year.

Salary and Allowances:

A police officer shall be entitled to salary, allowances, and rations from the date of appointment or promotion. Currently, the salary of ASI is: Rs. 35,241

Police Uniform:

Police uniforms are distributed to all newly recruited officers and jawans of all training centers according to the scale provided by the training center. The Inspector General of Police, with the Ministry's approval, will determine the color, type, and other details of the police uniform.

Eligibility

Minimum Qualifications Required for ASI

  1. Educational qualification: Certificate or degree obtained from a recognized university or educational institution.
  2. No conviction in any criminal case involving moral turpitude.
  3. No punishment for violation of human rights and humanitarian law.
  4. Not a member of any political party.
  5. Not a member of any terrorist organization.
  6. Height, Chest, and Weight:
    (a) Male - Height not less than 5 feet 2 inches, Chest 31-33 inches, Weight 50 kg.
    (b) Female - Height not less than 5 feet, Weight not less than 42 kg.
  7. Vision should be better than minus 2 or plus 2.
  8. Must possess a medical certificate from an authorized physician approved by the Police Headquarters (conducted during the examination process).
  9. Must be a Nepali citizen.

 

Age Limit for Assistant Sub-Inspector (ASI) of Police 

By the final date for submitting the application form, applicants must be at least 18 years old and not older than 24, except for non-gazetted police personnel participating in the open competition, who must not be older than 35 and must have completed basic training as a police constable.

Current police personnel (unclassified) must be at most 25 years old, as per Rule 40 of the Police Regulations, 2071 (with amendments).
