Nepal Academy of Science and Technology (NAST), s currently accepting applications from potential candidates who meet the qualifications and service duration specified in the Nepal Academy of Science and Technology (NAST) Employee Administration Regulations, 2064 (with amendments) for the following positions through open and internal competitive examinations

Key Details

Deadline for Application Submission:
- Regular Fee: Poush 18, 2081 (January 02, 2025)
- Double Fee: Poush 25, 2081 (January 09, 2025)
Type of Examination: Written, practical, and interview (the medium and type of the written exam will be as specified in the related curriculum. The curriculum for the written exam can be downloaded from here).
Examination Center: The written exam will be held in Kathmandu Valley. The Public Service Commission will conduct all written exams for the positions. The schedule for the written exams will be published on the websites of the Public Service Commission and the Nepal Academy of Science and Technology once the Public Service Commission determines the timing.
Application Fees:
- For Officer Level First Class: NPR 2,500/-
- For Officer Level Second Class: NPR 2,000/-
- For Officer Level Third Class: NPR 1,200/-
- For inclusive group applications: an additional NPR 600/- for First Class, NPR 500/- for Second Class, and NPR 400/- for Third Class.
- For Assistant Level First Class: NPR 700/-
- For Assistant Level Second Class: NPR 500/-
- For inclusive group applications: an additional NPR 200/- for First Class and NPR 150/- for Second Class.
- If the last day for double fee payment falls on a public holiday, the voucher for the double fee will be valid until the next day.
- The specified application fees should be deposited in the revenue account number 14224 of the Nepal Academy of Science and Technology at Nepal Bank Limited with office code number 350613401. A clear scan copy of the original voucher should be submitted along with the online application form. Application fees will not be refunded to applicants whose applications are rejected due to non-compliance.

Age Limit for Candidates:

For Officer Level First and Second Class in Science and Technology Service (Open): must have completed 21 years and not exceed 48 years of age.
For Officer Level First and Second Class in Administration and Promotion Service (Open): must have completed 21 years and not exceed 45 years of age.
For all service/group positions in Officer Level Third Class, you must have completed 21 years and not exceed 35 years of age, and not exceed 40 years for female candidates.
For other category and level positions, you must have completed 18 years and not exceed 35 years of age, and not exceed 40 years for female candidates.
There will be no age limit for permanent Nepal Academy of Science and Technology employees.
Educational qualifications, inclusive certificates, council registration certificates, training, experience, and service period obtained after 2081/09/18 will not be considered valid.

Job Description: The duties of the positions will be as mentioned in the Employee Administration Regulations, 2064 of the Nepal Academy of Science and Technology.

Required Experience for Open Category Applicants:

(A) Applicants must provide a letter of appointment or contract and a service duration certificate from the concerned authority for experience in an officer-level position in the following organizations:

Civil and other government bodies
Organized institutions operating under full or partial ownership of the Government of Nepal
Development committees formed under the Development Committee Act, 2013
Institutions or bodies established by law
United Nations, its agencies, and specialized bodies
Intergovernmental international organizations
Constituent campuses of universities
Community schools or campuses

(B) For experiences in other national and international non-governmental organizations not mentioned in (A), the concerned authority's appointment letter or contract and service certificate must be provided. Additionally, the recruitment process, qualifications, organization structure, and service terms of the officer-level employees must be clearly stated in the respective organization's rules, regulations, or directives to be considered valid.

(C) If a government employee presents experience in another organized institution, it will only be recognized if accompanied by a prior approval letter from the Government of Nepal and a leave approval letter for that period.

(D) Experience in multiple organizations during the same period will only count for one full-time experience.

(E) Experience stated as part-time in the appointment letter or contract will not be recognized.

(F) Temporary or contract service experience of less than one year will not be counted.

(G) Experience as acting or interim in an officer-level position while holding an assistant-level position will not be recognized.

(H) Experience for Officer Level First and Second Class or equivalent positions in the applied service group will only be recognized after obtaining the minimum educational qualifications specified for the Officer Level Third Class or equivalent positions.

(I) If the officer level is unclear from the designation mentioned in the appointment letter or contract, a certificate from the concerned authority confirming the position as officer level must be provided.

(J) If the required documents proving the qualifications mentioned above are not available with the applicant at the time of application, the application will be canceled at any time.

Additional Documents Required for Inclusive Category Applicants:

(A) For Indigenous/Janajati candidates:

Based on the list of castes listed in the National Foundation for Development of Indigenous Nationalities Act, a certificate confirming the caste from the Chief District Officer based on the recommendation of the head of the concerned local level if there are multiple surnames within the listed caste.

(B) For Madhesi candidates:

A certificate confirming the candidate as Madhesi from an institution specified by the Government of Nepal and published in the Nepal Gazette. Until such an institution is specified, a certificate from the Chief District Officer based on the recommendation of the head of the concerned local level.

(C) For disabled candidates:

A disability identification card issued by the Social Welfare Council or a disability identification card issued by the concerned local level specifying the classification of the disability as per Sub-section (3) of Section 4 of the Rights of Persons with Disabilities Act, 2074.

Miscellaneous:

Experience Duration:
- Applicants requiring experience must have completed the minimum service period by the last date for application submission for the relevant position.
Double Fee Deadline:
- The period for double fee submission will not be counted for age, educational qualifications, experience duration, and other qualifications.
Requesting a Scribe:
- Candidates requesting a scribe must apply to the Public Service Commission or the NAST Service Commission office at least 10 days before the written exam starts. The commission will not be obliged to provide a scribe if not requested within this timeframe.
Interview Documentation:
- Candidates who pass the written exam must submit original copies of educational qualification certificates, citizenship, service experience certificates, and other specified documents before the interview. These must be certified by the head of the relevant office.
Exam Conduct:
- Candidates must use only black ink during the exam; otherwise, the answer sheet will be canceled.
Exam Conditions:
- Candidates must comply with the terms and instructions the Public Service Commission sets for the exam.
Exam Syllabus:
- Candidates must be familiar with the exam plan mentioned in the syllabus.
Application Approval:
- The authority to approve or reject applications lies with the NAST Service Commission. The commission can cancel applications anytime if the submission is not in order or the information provided is incorrect.
Research and Evaluation for Senior Positions:
- Candidates for senior officer positions (First and Second Class) must submit specified research works along with the application form. The research works must be single-sided photocopies without any signatures or symbolic marks. The evaluation will be based on the "Work Performance and Open Competition Evaluation Procedure, 2080."
Foreign Qualifications:
- Candidates with qualifications from foreign institutions must submit equivalency certificates from the relevant authority. If the qualification does not match the advertised subgroup, they must include an equivalency certificate from Tribhuvan University.
Educational Certificates:
- Candidates must submit copies of all educational qualifications obtained from SLC or equivalent onwards along with the application form.
Professional Registration:
- Candidates applying for positions requiring professional registration must submit copies of their registration certificates and renewal certificates if applicable.
Internal Competition Applications:
- Applicants for positions through internal competition must meet the qualifications as per Rules 32 (4) and 41 of the NAST Employee Administration Regulations, 2064 (with amendments).
Application Validity:
- Applications not submitted within the deadline, lacking minimum qualifications, missing specified details, not paying the required fee, or not appropriately submitted will not be accepted.
Appointment Recommendation:
- After all stages of the examination, candidates will be recommended for appointment to the number of positions demanded based on the merit list.
Interview Schedule:
- The exam schedule before the interview and the interview dates will be announced when the written exam results are published.
