Vacancy for Gazetted First Class (Joint Secretary or equivalent), and Eleventh Level Health Service

Civil Service, Federal Parliament Service, Health Service, and National Human Rights Service will all conduct open and inclusive competitive examinations to fill the following services, groups, subgroups, and category/level posts. Candidates who meet the specified minimum qualifications should apply through the commission's online application system psconline1.psc.gov.np.

  • Application Fee: The application fee is NPR 2,500. An additional NPR 600 will be charged for each extra type/group.
  • Interview and Exam Schedule: The dates for the interviews and further exams will be announced when the written exam results are published.

Vacancy Details

  • Position: Gazetted First Class (Saha Sachiv or equivalent) in Health Services (Eleventh Level) and National Human Rights Services (First Class Officer).
  • Applicants must be at least 21 years old and not older than 45 by 2081/7/20. There is no age limit for current permanent employees.
  • Application Fee Submission Method and Location: The fee can be submitted electronically via the Public Service Commission’s online application system, either directly or by printing a bank voucher containing the Master ID and transaction number and paying in cash at designated banks.
  • Final Fee Submission Date: The application fee, including the double fee if applicable, must be submitted by 2081/7/28 at the latest.
  • Documents to Upload: Candidates must upload all required documents, including educational qualifications, training certificates, experience letters, and professional licenses, in PDF format through the online application system. Additionally, a scanned copy of the front side of the citizenship certificate must be uploaded in JPG format. Candidates are fully responsible for the accuracy of the information provided in the application.
  • Job Responsibilities: The duties will be related to the service, group, and sub-group.

  • Salary: As per prevailing laws.

  • Service-Related Institutions: Relevant institutions responsible for the administration of the specified services, groups, and sub-groups.

Required Qualification

  1. For Internal Competition
    1. Civil Service: 
      • Candidates must have completed five years of permanent service in a Gazetted Second Class position in the related service for promotion to the Gazetted First Class.
      • Eligible candidates for internal competitive exams will include civil servants under the Civil Service Act, 2049Federal Parliament Secretariat Act, 2064, and Nepal Health Service Act, 2053, who meet the required service period and qualifications as per the Civil Service Act, 2049, Section 7 (14a).

      • However, women, indigenous/ethnic groups, Madhesi, Dalit, differently-abled individuals, and those permanently residing in backward regions will be eligible with one year less in the required service period.

      • Eligibility for employees under the Nepal Health Service will be in accordance with the Nepal Health Service Act, 2053.

      • In the Federal Parliament Service, only employees who have completed the required service period and educational qualifications for positions one class below the vacant position, as per Section 28 of the Federal Parliament Service Act, can participate in the exam.

    2. Health Service: Candidates must have completed the required service period under Section 26 of the Nepal Health Service Act, 2053, and meet the minimum qualifications specified in Schedule 7 of the Nepal Health Service Rules, 2055. Candidates must not be disqualified under Section 12 of the Nepal Health Service Act, 2053. Additionally, they must be registered with the relevant professional council with valid registration.

    3. National Human Rights Service: Candidates must meet the educational qualifications for positions one class below the promotion position and must have completed the required service period as per Rules 31 and 32 of the National Human Rights Commission Employee Service, Conditions, and Facilities Rules, 2072.

  2. For Open Competition

    1. Civil Service: Candidates must have a Master’s Degree in the relevant field. For Gazetted First Class, seven years of experience is required. For candidates with a Ph.D., the required experience will be reduced by two years.

    2. Health Service: Candidates must meet the minimum qualifications specified in Schedule 6 of the Nepal Health Service Rules, 2055. For Eleventh Level, seven years of experience is required. For candidates with a Ph.D., the required experience will be reduced by two years. Candidates must not be disqualified under Section 12 of the Nepal Health Service Act, 2053, and must be registered with the relevant professional council with valid registration.

Minimum Educational Qualifications for Open Competition for Gazetted First Class (Saha Sachiv or Equivalent) Positions

  1. Nepal Judicial Service, Justice/Government Attorney Group: Master’s degree in Law from a recognized institution.

  2. Nepal Foreign Service: Master’s degree from a recognized institution.

  3. Nepal Administrative Service: Master’s degree in Arts, Sanskrit, Management, Commerce, Business Administration, Public Administration, Education, Law, or Science from a recognized institution.

  4. Nepal Engineering Service, Civil Group, General Subgroup: Master’s degree in Civil Engineering from a recognized institution.

  5. Nepal Engineering Service, Civil Group, Highway Subgroup: Master’s degree in Civil Engineering, Highway Engineering, Soil Mechanics and Foundation Engineering, Structural Engineering, Geotechnical Engineering, Bio Engineering, Engineering Geology, Construction Management, Project Management, International Construction Project Management, Implementation of Development Projects, Construction Engineering and Management, Engineering Project Management, Transport Planning, Transport Economics, Transportation Engineering, Bridge Engineering, Environmental Engineering, Infrastructure Engineering, Traffic Engineering, River Engineering, Hydrology Engineering, Earthquake Engineering, Project Planning and Development, or Urban Transport Planning from a recognized institution.

  6. Nepal Agriculture Service, Agricultural Economics, Marketing, and Statistics Group: Master’s degree in Agricultural Economics, Agricultural Marketing, Agricultural Finance, Resource Economics, or Agribusiness (M.Sc. Agri.) from a recognized institution.

  7. Nepal Agriculture Service, Veterinary Group: Master’s degree in Veterinary Science or Applied Science (Veterinary Medicine, Theriogenology, Veterinary Surgery, Veterinary Microbiology, Veterinary Virology, Veterinary Pathology, Veterinary Pharmacology, Veterinary Parasitology, Veterinary Public Health, Veterinary Epidemiology, Veterinary Jurisprudence, Veterinary Conservation Medicine, Wildlife Medicine, Meat Technology, etc.) from a recognized institution.

  8. Nepal Miscellaneous Service, Information Technology Specialist: Must have the educational qualifications required for Gazetted Third Class positions and the experience as per Section 7, Subsection 16 of the Act.

Minimum Educational Qualifications for Internal Competition and Open Competition for Eleventh Level Position in Health Service

  1. For Internal Competition
    1. Chief Consultant Nephrologist (Medicine, Nephrology):

      • MBBS or equivalent degree from a recognized institution and a Master’s degree in Nephrology. Alternatively, a postgraduate diploma in Nephrology after a Master’s in Internal Medicine.
    2. Chief Consultant Cardiologist (Medicine, Cardiology):

      • MBBS or equivalent degree from a recognized institution and a Master’s degree in Cardiology. Alternatively, a postgraduate diploma in Cardiology after a Master’s in Internal Medicine.
    3. Chief Consultant Pediatrician (Pediatrics, Pediatric Medicine):

      • MBBS or equivalent degree from a recognized institution and a Master’s degree or postgraduate diploma in Pediatrics.
    4. Chief Consultant Pathologist (Pathology, General Pathology):

      • MBBS or equivalent degree from a recognized institution and a Master’s degree or postgraduate diploma in Pathology.
    5. Chief Consultant Microbiologist (Pathology, Microbiology/Bacteriology):

      • MBBS or equivalent degree from a recognized institution and a Master’s degree in Microbiology or a postgraduate diploma in Microbiology after a Master’s in Pathology.
    6. Chief Hospital Nursing Administrator (General Nursing):

      • A bachelor's degree in Nursing from a recognized institution.
    7. Chief Consultant Dental Surgeon (Dentistry, General Dental):

      • BDS degree and an MDS or equivalent qualification from a recognized institution.

Minimum Educational Qualifications for Open Competition Positions

  1. Chief Consultant Psychiatrist (Health, Psychiatry): Master’s degree in Psychiatry from a recognized institution.

Minimum Educational Qualifications for Open Competition

  1. Chief Consultant Cardiothoracic Surgeon (Health, Cardiothoracic Surgery): Master’s degree in Cardiothoracic Surgery from a recognized institution.

  2. Chief Consultant Plastic Surgeon (Health, Surgery, Burn and Plastic Surgery): Master’s degree in Burn and Plastic Surgery from a recognized institution.

  3. Chief Consultant Neurosurgeon (Health, Surgery, Neurosurgery): Master’s degree in Neurosurgery from a recognized institution.

  4. Chief Consultant Kidney Transplant Surgeon (Health, Surgery, Kidney Transplant Surgery): Master’s degree in Kidney Transplant Surgery or MS in General Surgery with at least five years of experience in Transplant Surgery.

  5. Chief Consultant Radiologist (Health, Radiology, Radiodiagnosis): Master’s degree in Radiology from a recognized institution.

  6. Chief Consultant Neonatologist (Health, Pediatric Neonatology): Master’s degree in Neonatology from a recognized institution.

  7. Chief Consultant ENT Surgeon (Health, Otorhinolaryngology): Master’s degree in Otorhinolaryngology from a recognized institution.

  8. Chief Consultant Anesthesiologist (Health, Anesthesiology): Master’s degree in Anesthesiology from a recognized institution.

  9. Chief Consultant Pathologist (Health, Pathology, General Pathology): MBBS or equivalent degree with a Master’s degree in General Pathology.

  10. Chief Consultant Hematologist (Health, Pathology, Hematology): MBBS or equivalent degree with a Master’s degree in Hematology.

  11. Hospital Nursing Administrator (Health, General Nursing): Master’s degree in Nursing from a recognized institution.

  12. Chief Consultant Endodontist (Health, Dentistry, Endodontics): BDS and an MDS in Endodontics from a recognized institution.

  13. Chief Consultant Periodontist (Health, Dentistry, Periodontics): BDS and an MDS in Periodontics from a recognized institution.

  14. Deputy Chief Medical Lab Technologist (Health, Medical Lab Technology): Master’s degree in Medical Lab Technology from a recognized institution.

  15. Chief Consultant Homeopathy Physician (Health, Homeopathy): Master’s degree in Homeopathy from a recognized institution.

  16. Deputy Health Administrator (Health, Integrated Medicine): Bachelor’s degree in Ayurvedic and Modern Medicine and Surgery (BAMS) with an MPH or equivalent in a health-related field.

  17. Senior Clinical Psychologist (Health, Psychology): MPhil in Clinical Psychology from a recognized institution.

Special Instructions Regarding Documents and Experience Submission for Candidates:

Candidates applying for positions must prepare and submit the following documents at the time of application. Once selected for an interview based on the written exam results, candidates must bring original copies of these documents along with self-attested copies during the interview. Failure to provide the required documents at the time of application may result in the rejection of the application at any stage.

(A) Required Experience for Candidates Applying for Open Competition

  1. Experience Letter: Candidates must submit their appointment letter or contract and a letter from the relevant authority certifying the service period in the official position. The following institutions are recognized for work experience:

    1. Civil and other government agencies

    2. Organized institutions operated with full or partial ownership of the Nepal Government

    3. Development committees formed under the Development Committee Act, 2013

    4. Organizations or institutions established by law

    5. United Nations and its specialized agencies

    6. Intergovernmental international organizations

    7. Constituent campuses of universities

    8. Community schools or campuses

  2. Additional Requirements for Other Institutions: For candidates submitting experience from non-governmental organizations or other institutions not mentioned above, they must provide the appointment letter, contract, and service certification letter from the relevant institution. Additionally, such experience must comply with the regulations or guidelines governing the recruitment process, qualifications, and service conditions for official-level employees.

  3. Experience in Other Organized Institutions: If a government employee submits experience from other organized institutions, the experience will only be valid if they provide a letter of prior approval from the Nepal Government and a letter approving the leave period.

  4. Concurrent Employment: If a candidate has worked in two or more institutions simultaneously, only the experience from one full-time job will be considered.

  5. Partial Employment: Experience from part-time work mentioned in the appointment letter or contract will not be recognized.

  6. Short-Term Employment: Temporary or contract-based service experience of less than one year will not be counted.

  7. Acting or Interim Positions: Experience as an assistant or serving as an acting official in an authorized position will not be recognized.

  8. Post-Qualification Experience: Only experience gained after achieving the minimum educational qualification for the Gazetted Third Class or equivalent position in the respective service/group will be considered.

  9. Designation Verification: If the designation mentioned in the appointment letter or contract does not clearly specify the official level, the candidate must submit a certification from the relevant institution verifying that the position is at the official level.

  10. Document Availability: Candidates must have all the required documents at the time of application. Failure to provide them will result in the application being canceled at any stage.

  11. Medical Registration: Candidates with MBBS or MD degrees must be registered with the Nepal Medical Council with a valid registration at the time of the application deadline.

  12. MD and DM Residency: The period spent during MD or DM residency training will be counted as part of the experience.

(B) Special Notice for Health Service Applicants:

  • Candidates applying for competitive exams for the Eleventh Level positions in the health service (internal and open competition) must download the document checklist from the Public Service Commission’s website www.psc.gov.np under the "Download" menu.
  • Candidates must submit one self-attested copy of each document as per the checklist, along with the completed checklist, within seven days of the application deadline to the Application Management Center in Anamnagar, Kathmandu, for verification.
  • Only candidates deemed eligible after verification will have their applications accepted.

Additional Guidelines:

  1. Experience Duration: Candidates must meet the minimum required service period for the position by the final date for submitting applications.

  2. Double Fee Period: The double fee period will not be counted for age, educational qualifications, experience, or any other eligibility criteria.

  3. Application Rejection: Applications missing the required documents, failing to meet the minimum qualifications, or not submitted within the specified time will be rejected.

  4. Assistant Writer Requests: Candidates requiring an assistant writer must contact the relevant office at least 10 days before the written exam. Otherwise, the commission will not be obliged to provide an assistant writer.

  5. Interview Requirements: Candidates selected for the interview must submit original copies of educational qualifications, citizenship certificates, and service experience letters. Candidates applying for open competition must also bring the original documents as required during the application process, along with their photocopies.

  6. Educational Qualifications: Candidates must have obtained the required educational qualifications by the final application deadline. Candidates with foreign degrees must submit a certificate of equivalence from the relevant authority by the same deadline.

  7. Exam Instructions: Candidates must use only black ink for writing in the exams; otherwise, their answer sheets will be canceled.

  8. PSC Guidelines: Candidates must adhere to all conditions and instructions specified by the Public Service Commission for the exam.

  9. Syllabus: Candidates are responsible for familiarizing themselves with the exam scheme and syllabus. The syllabus can be downloaded from the Public Service Commission’s website at www.psc.gov.np.
