Koshi Pradesh Lok Sewa Aayog Announces Vacancies For 4th and 5th Level Positions in Technical, Agriculture, Health, and Engineering Sectors

Koshi Pradesh Public Service Commission (PPSC Koshi Pradesh) is inviting applications through an open and inclusive competitive written examination for assistant level 5th and 4th level posts in both technical and non-technical categories across various service groups under the State Civil Service.

Applications are welcomed from eligible candidates for the following service groups, sub-groups, and level posts. Candidates meeting the minimum qualifications are required to apply through the commission's online application system at psconline.p1.gov.np. The terms of service, salary, and other benefits will be in accordance with prevailing laws.

Examination Centers:

Province Public Service Commission, Koshi Pradesh, Biratnagar

Examination Fee:

  • Application fee for 5th Level: Rs. 700/-
  • Additional fee for candidates applying for additional groups within the inclusive category: Rs. 200 each
  • Application fee for 4th Level: Rs. 500/-
  • Additional fee for candidates applying for additional groups within the inclusive category: Rs. 150 each

The deadline for application submission is Chaitra 25, 2080, with a provision for double payment until Baisakh 02, 2081.

Method of Submission of Application Fee:

The examination fee or double fee must be submitted through the commission's online application system or directly via financial means using Master ID and transaction code. Bank vouchers can be printed for cash payment from specified banks.

Application Fee Submission Period:

The prescribed examination fee or double fee must be submitted by 2081/01/03 at the latest. All advertised posts require applications to be submitted through the online system only. Detailed instructions regarding the application submission method can be found at psconline.p1.gov.np.

Candidate Age Limit:

Candidates must have completed 18 years of age by 2080/12/25 and must not exceed 35 years of age. Women and disabled candidates must not exceed 40 years of age. There is no age limit for permanent employees of civil service, state civil service, and local government service.

Documents to be Submitted:

Candidates are required to upload minimum educational qualifications, training, experience certificates, business permit certificates, inclusive group opening documents, and other specified documents in PDF format on the designated section of the online application system. Additionally, candidates must scan both parts of their Nepali Citizenship Certificate and upload them in JPG format.

Candidate Responsibility:

Candidates are fully responsible for the accuracy of the details provided in the application.

Pre-Interview Exam Schedule, Date, and Venue:

Notification regarding the schedule and venue of the pre-interview exam will be published upon the release of the written exam results. The job description will be relevant to the service group.

Minimum Qualifications for Open and Inclusive Competitions:

Province Engineering Service, Civil Group

  1. Sub-Engineer, Level 5, General Sub-Group: A certificate level or its equivalent in civil engineering from a recognized educational institution is required.
  2. Sub-Engineer, Level 5, Highway Sub-Group: A certificate level or its equivalent in a relevant engineering field from a recognized educational institution is necessary.
  3. Sub-Engineer, Level 5, Sanitary Sub-Group: A certificate level or its equivalent in civil engineering from a recognized educational institution is mandatory.
  4. Sub-Engineer, Level 5, Irrigation Sub-Group: A certificate level or its equivalent in a relevant engineering discipline from a recognized educational institution is obligatory.
  5. Sub-Engineer, Level 5, Building and Architecture Sub-Group: A certificate level or its equivalent in civil or architectural engineering from a recognized educational institution is essential.
  6. Lab Technician, Level 5, General Sub-Group: Candidates should possess a certificate or equivalent in civil engineering along with one-month training as a Soil Laboratory Technician from a recognized educational institution.
  7. Sub-Engineer, Level 5, Electrical Engineering Group, General Electrical Engineering Sub-Group: A certificate level/diploma or its equivalent in a relevant electrical engineering subject from a recognized educational institution is required.

Province Agricultural Service

  1. Technical Assistant, Level 5, Agricultural Extension Group: Candidates must hold a Proficiency Certificate in Agricultural Science (ISc Agri), or S.L.C. with a Diploma in Agriculture (Major in Plant Science) of minimum 3 years duration, or JTA in Agricultural Sciences.
  2. Technical Assistant, Level 5, Agri.Eco. and Marketing Group: Similar qualifications as mentioned above are necessary.
  3. Animal Service Technical, Level 5, Livestock Production and Dairy Development Group: Applicants should possess a Proficiency Certificate in Animal Science (ISc Agri), or S.L.C. with a Diploma in Animal Science of minimum 3 years duration, or JTA in Animal Science.
  4. Animal Health Technician, Level 5, Veterinary Group: The same qualifications as mentioned above for animal science are required.
  5. Technical Assistant, Level 5, Fishery Group: Candidates must have a Proficiency Certificate in Agriculture or Animal Science, or S.L.C. with a Diploma in Agriculture or Animal Science of minimum 3 years duration, or JTA in the respective field.

Province Administration Service

  1. Assistant, Level 5, General Administration Group: A proficiency certificate from a recognized educational institution is necessary.
  2. Women Development Inspector, Level 5, Miscellaneous Group: A proficiency certificate from a recognized educational institution is required.
  3. Statistical Assistant, Level 5, Miscellaneous Group: Graduation with core subjects in Administration, Semiology, Sociology, Public Policy and Administration, Statistics, Mathematics, Commerce, or Administration is mandatory.
  4. Assistant, Level 4, General Administration Group: Candidates must have passed the Entrance Examination (SLC) or above from a recognized educational institution.

Province Education Service

  1. Technical Assistant, Level 5, Education Administration Group, Inspection Subgroup: A certificate level or its equivalent in Education Shastrama from a recognized educational institution is necessary.

Province Health Service

  1. Public Health Nurse, Level 5, Community Nursing Group: Candidates must possess P.H.N. or a Certificate Level in Nursing from a recognized educational institution.
  2. Lab Technician, Level 5, Medical Lab Technology Group: A Certificate Level in Health Lab or SLC plus a 2-year and 6-month Lab Technician course from a recognized educational institution is required.
  3. Cold Chain Assistant, Level 4, Health Inspection Group: Applicants should have completed an A.H.W. or CMA course from a recognized educational institution.

Additional Qualifications:

  • KhaPaSaTe, Level 5, Province Engineering Service, Civil Group, Sanitary Sub-Group: Candidates should possess a Civil Engineering certificate at the level or equivalent from a recognized educational institution.
  • KhaPaSaTe, Level 4, Province Engineering Service, Civil Group, Sanitary Sub-Group: Applicants must have completed S.L.C. or its equivalent and should be trained in water supply and sanitation, or have two years of related experience.
  • Association Organizer, Teh, Province Engineering Service, Agricultural Irrigation Engineering Group: Candidates must have completed TSLC or SLC from a recognized institution, with training in the related subject.
  • Junior Animal Service Technical, Floor 4, Province Agricultural Service, La.P.O. and de.de. Group: Candidates should have passed S.L.C. from a recognized educational institution and have at least one year of J.T.A. in Animal Science or T.S.L.C. for Agriculture (Animal Husbandry/Animal Health).
  • Junior Animal Health Technical, Level 4, Province Agricultural Service, Veterinary Group: The same qualifications as mentioned above for animal science are required.

Note:

For candidates who passed the Entrance Examination (S.L.C. or equivalent) after the implementation of the grading system, and for candidates who passed the Secondary Education Examination (S.L.C.E.) in each subject of class 11th and 12th (Theoretical & Practical) with a minimum of D* and C.G.P.A. 1.6, a GPA of 2 or above shall be deemed to have attained the relevant educational qualification.

Open and Inclusive Examination Notice:

  1. Eligibility: Candidates must not be disqualified as outlined in Section 16 of the State Civil Service Act, 2079.
  2. Examination Stages: The recruitment process involves two stages. Only those candidates who pass the first stage will be eligible to participate in the second stage.
  3. First Phase of Examination: To pass the first phase of the three-phase examination, candidates must secure at least 40% of the total marks. The written examination results will be published based on the percentage marks obtained in the first phase and the total marks from the second phase.
  4. Written Examination Timing: The written examination for both the first stage open category and the inclusive category will take place concurrently, on the same date and time.
  5. Results Publication: The results of the selected candidates from the open and inclusive written test will be listed in alphabetical order.
  6. Inclusion Groups: Candidate inclusion groups, as indicated on their application forms, will be maintained in accordance with the prevailing rules of the Commission.
  7. Selection Program: The program will be designed such that candidates qualifying in both the open and inclusive categories, as well as more than one inclusive group, will undergo the computer skill test and interview only once. The score obtained will count across all groups (open and inclusive) for which the candidate has qualified.
  8. Merit Order and Appointment: The final merit order, established after all stages of examination and based on the priority of the service/group/subgroup chosen by the candidate, will be the basis for the recommendation for appointment.

Special Instructions for Candidates Applying to Inclusive Group:

Document Preparation:

Candidates intending to apply for positions under the inclusive group must ensure the following document preparation and submission:

  1. Original copies of the required documents
  2. Self-attested copies to be presented during the interview

Note: Failure to maintain the necessary documents as required may result in the cancellation of the application.

Specific Cases:

  • Adivasi Janajati: For castes listed under the Nepal Adivasi Janajati Upliftment National Foundation Act, verification is necessary from the chief district officer based on the recommendation of the local level head concerned. Additionally, a document certifying the surname is required if there are multiple surnames within the caste.
  • Dalits: For castes listed by the National Dalit Commission, a document certified by the Chief District Officer as a surname within the caste listed by the National Dalit Commission is mandatory if there are multiple surnames within the caste, based on the recommendation of the local level head.

Provincial Health Service Application Guidelines:

  • Registration: Candidates must register with the relevant professional council and obtain a business permit certificate before applying for positions in the provincial health service.
  • Experience Requirement: Candidates must fulfill the minimum service period requirement for posts that necessitate prior experience by the last date of application receipt.
  • Double Duty: Time counted as double duty is not applicable towards age, educational qualification, or experience calculations for women's development positions.
  • Eligibility for Same Level Posts: Candidates cannot apply for posts at the same level as per Section 9 of the State Civil Service Act, 2079. Applications may be rejected if they are not submitted by the deadline, do not meet minimum qualifications, or lack required details.
  • Inquiry and Assistance: Candidates requiring assistance should contact the Commission office at least 7 days before the written examination. The Commission is not obligated to provide a co-author.
  • Document Submission: Candidates who pass the written test must submit their educational qualification certificates, Nepali citizenship certificate, and service experience certificates (if required), all certified by the relevant office head. Copies of these documents must be provided during the skill test and interview.
  • Educational Qualification: Candidates must have acquired the prescribed educational qualification by the last date of application submission. For those with foreign qualifications, verification by the relevant authority is necessary. Local university graduates must submit the minimum educational certificate or transcript along with the application by the last day of submitting the single application fee.
  • Online Application Details: Candidates must specify their candidacy type and service group cluster when submitting online applications.

  • Ink for Written Tests: Only black ink is permissible for answering in the written examination.
