The Center for Education and Human Resource Development (CEHRD) has published the preliminary list of public school students eligible for targeted scholarships under the Targeted Scholarship Management Guidelines 2080. The selection is based on the PMT (Proxy Means Testing) forms submitted by students in Grade 5 and Grade 8 during the academic year 2081 B.S.
This scholarship program is primarily targeted at economically disadvantaged students who have progressed to Grade 6 and Grade 9 in the academic year 2082 B.S. The goal is to support their continued access to quality education.
Instructions for Implementation
In this regard, it is requested that the following instructions be followed as per the decision:
1. For Students Who Filled the PMT Form in Grade 5 (2081 B.S.)
Schools and local bodies must verify the following:
- The student is currently studying in Grade 6 in a public school in 2082 B.S.
The student belongs to:
- The first quintile (both boys and girls), or
- The second quintile (girls only)
Only students meeting these criteria will be considered eligible for the scholarship at the basic level (Grade 6).
2. For Students Who Filled the PMT Form in Grade 8 (2081 B.S.):
Schools and authorities must verify the following eligibility for Grade 9 scholarships:
- All students (boys and girls) in the first quintile, currently studying in Grade 9 in public schools.
- All girls up to the second quintile, currently studying in technical streams in Grade 9 in public schools.
- All boys studying in technical streams in Grade 9 in public schools, regardless of quintile.
Scholarship Amount
- Grade 6 and 9 students eligible for the scholarship will receive NPR 6,000 annually.
- This amount also applies to all boys enrolled in technical streams in Grade 9, regardless of quintile.
Bank Account Requirement
- To facilitate the scholarship payment, a bank account must be opened for each eligible student by the first week of Jestha 2082 B.S.
- Schools are responsible for opening these accounts and entering the bank details into the online EMIS system.
Publication and Dissemination
The preliminary lists of eligible students have been shared with the respective local governments and schools.
Schools and local bodies are instructed to publicize the name lists widely through:
- Official school websites
- Ward offices
- School notice boards
- Other public communication channels

In accordance with Section 7, Subsection 1(a) of the Scholarship Management Guidelines, 2080, targeted scholarships will be provided in the academic year 2081 for students in grades 5 and 8 of community schools. To facilitate this process, schools must fill out the Proxy Means Testing (PMT) Form as specified in Schedule 1 of the guidelines.
This notice follows the Education and Human Resource Development Center's decision on 2081/07/29. Schools must ensure timely submission of the completed forms to support eligible students.
PMT Form Submission Instructions
- Accessing the Form
- Visit the official website: https://cehrd.gov.np or the Integrated Educational Management Information System (IEMIS): https://emis.cehrd.gov.np.
- Download the PMT form. Completed forms must be submitted into the IEMIS system within 45 days of this notice's publication.
- Role of Schools in Form Distribution
- Schools must print the PMT form and distribute it to grade 5 and grade 8 students interested in applying.
- Responsibilities of Students and Guardians
- Students or their guardians must complete the form accurately, ensuring all fields and indicators are correctly filled.
- The guardian must verify the form’s accuracy, sign it, and submit it to the school principal.
- Principal’s Responsibilities
- Principals are responsible for reviewing the forms submitted by students, verifying the provided information, and forwarding them to the local level for further verification.
- Data Entry in IEMIS
- Schools must log in to the IEMIS system (https://emis.cehrd.gov.np) and enter all required information from the completed PMT forms.
IEMIS Data Entry Steps
- Access the official IEMIS Dashboard at [https://emis.cehrd.gov.np](https://emis.cehrd.gov.np).
- Go to the PMT Menu and select the year 2081, along with grades 5 and 8.
- Click "Load" and update student details by selecting "Action" beside each student’s name.
- Enter the verified information from the PMT form into the system with accuracy.
- After completing the data entry, please make sure the school stores the verified PMT forms.

- Provincial offices are responsible for ensuring effective coordination and facilitation throughout the process.
- Educational Development and Coordination Unit:
- Support accurate entry and submission of information into the IEMIS system.
- All Community Schools:
