The Ministry of Education, Science, and Technology has outlined national standards for the establishment and functioning of universities in the draft of the Higher Education Act, 2080.
Responding to the need for a comprehensive law to streamline the overall administration of higher education, university operations, and regulations, the draft, published on the ministry's website for feedback, establishes national benchmarks for universities. These benchmarks encompass physical and educational infrastructure, a defined teacher-student ratio, investment and resource management, human resource organization, as well as the structure and efficacy of educational programs.
Additionally, the draft proposes categorizing universities into central, provincial, and recognized types, specifying that existing universities not transformed into central universities within five years of the Act's implementation will be categorized as provincial universities.
In the draft, it is suggested that some universities, identified as 'centers of excellence,' would have the Prime Minister serving as the chancellor, while the chancellorship may be retained by other universities. Furthermore, the proposal indicates that the Minister of Education would assume the role of chairman of the Higher Education Commission.
