On August 15, Prime Minister and Chancellor Pushpa Kamal Dahal designated Prof. Dr. Ghanashyam Bhattarai as the Chairman of the Tribhuvan University Service Commission. Bhattarai, a Central Department of History professor and former leader of the Professors' Association at Central Campus, Kirtipur, assumed the presidency position on the same day.
Ramesh Malla, the Chief Private Secretary to the Prime Minister, conveyed that Prof. Dr. Bhattarai's appointment as Chairman was made by the Prime Minister and the University's Chancellor. The committee responsible for recommendations, led by Education Minister and Vice-Chancellor Ashok Kumar Rai, endorsed Bhattarai's selection along with professors Nilam Shrestha Pradhan and Tanka Nath Dhamala.
While the Prime Minister's Office asserted that Bhattarai's appointment rested on merit, he assumed the role of Chairman in the TU Service Commission for the Congress party. The commission had a vacant chairman position on Shrawan 18, 2079.
The Ministry of Education initiated a second round of applications on Shrawan 23. The initial application call had been made on Shrawab 28, 2079. Despite receiving 38 applications during that round, the chairman's selection was impeded due to insufficient allocation of party shares.
