Parliament of Nepal endorsed the Nepal Open University Bill with majority votes on 30th June, 2016.
After Minister for Education Giriraj Mani Pokharel answered queries put forth by lawmakers of various parties over the Bill, majority of the members of the legislative body had voted for the Bill while it was presented for the decision by the Speaker.
Minister Pokharel had argued that the Open University would help the students otherwise unable to attend classes regularly get university degrees. The Bill would let everyone get access to formal education, he added.
It has already been around a decade that Nepal has been discussing possibility of opening an open university.
Lawmakers Ganesh Man Pun, Kamal Prasad Pangeni, Ramhari Subedi, Banshidhar Mishra, Janak Raj Joshi, Nisha Kumari Sah and Prem Suwal among others had aired their views over the Bill during the discussion today.
Expert Saying: Educationist Prof. Man Prasad Wagley cautiously supported the bill and shed more lights in this in his facebook status.

आज संसदबाट पारित खुलाविश्वविद्यालय ऐनले नेपालको दूरदराजमा रहेका, कामका कारण पढ्न नपाएका, पहिला पढेका तर कलेज भर्ना उमेर पार गरेका, उच्च शिक्षाको रहर भएर पनि बिभिन्न कारणले नियमित विद्यार्थी भई पढ्ने अवसर नपाएका, जस्ता लाखौं नेपालीलाई घरै बसेर फूर्सदको समयमा पढ्ने र डिग्री पाउने अवसर प्रदान गर्नेछ/
आजभन्दा २३ बर्ष अगि देखि गरिएको यो प्रयास चिराग नामक गैर सरकारी संस्थाले सन् १९९५-९६ मा गरेको सम्भाव्यता अध्ययन हुँदै निजि क्षेत्रवाट सन् १९९८ मै बिधेयक समेत तयार पारी सरकारलाई बुझाउने काम भएपछि सन् १९९९ मा तत्कालिन शिक्षा सचिवको अध्यक्षतामा बिज्ञ समेतको सहभागितामा खुला विश्वविद्यालय समिति गठनभई बिस्तृत प्रतिवेदन बुझाइएको हो/
सन् २००२-३ को बजेट बिनियोजन हुँदानै ९९ लाख बजेट खुलाविश्वविद्यालयको लागि छुट्टाइएको थियो तर काम हुन सकेन/ पछि सन् २००५-६ को बजेटमा २५ लाख छुट्टाइयो र त्यो रकमबाट विश्वविद्यालय अनुदान आयोगले दक्षिण एसियाका नामचलेका खुलाविश्वविद्यालयका उपकुलपतिहरू निम्तागरेर नेपाली बिज्ञहरुवाट कार्यपत्र प्रस्तुत गर्ने काम भएको थियो/
त्यसपछि गैर आवासीय नेपालीको पहलमा शिक्षा मन्त्रालय भित्रै कार्यालय राखी काम भएको तर पछि विवाद भएपछि हटाईएको तथ्य पनि भूल्न मिल्दैन/ त्यसपछि खुलाविश्वविद्यालय पूर्वाधार निर्माण समितिको गठन भई भौतिक र शैक्षिक पूर्वाधार तर्फ पहल भएको हो/ अहिले यसको सम्पूर्ण जस एन् आर एन् ले लिन खोजेको परिप्रेक्षमा सवैले यी तथ्य आत्मसात गरी नेपालकै प्रयास छायाँमा नपरोस भन्ने हेतुले यो इतिहास कोट्याउने प्रयास गरेको हूँ/ जय स्वाभिमान!!!"
