All nine local levels of Darchula have developed a 10-Year Village Education Plan. Following the directives of the Federal Ministry of Education, Science, and Technology and the Center for Education and Human Resource Development, the local levels prepared the 10-Year Village Education Plan to be implemented from the last fiscal year 2081/82 to 2090/91.
According to Lokendra Bahadur Bam, Head of the Education Section of Duhu Rural Municipality, the 10-Year Village Education Plan was developed to ensure the holistic development of all children within the targeted age group. The goals include expanding access to Early Childhood Development (ECD) services to prepare children for basic education, ensuring quality in ECD services, strengthening physical infrastructure for child-friendly education, and enrolling all children in Grade 1 with prior ECD experience.
Out of the total local levels, eight (two municipalities and six rural municipalities) have prepared the plan as per the format provided by the Center for Education and Human Resource Development. Rajendra Prasad Joshi, Education Officer of Marma Rural Municipality, informed that their municipality is in the final phase of plan preparation. He added that due to time constraints, their plan could not fully align with the central format and is still under development.
Jayaraj Pant, Chief of the Education Development and Coordination Unit in Darchula, stated that since local levels are autonomous, they are responsible for preparing and implementing the 10-year village education plan.
“Local levels must integrate the updated five-year plan and the 10-Year Village Education Plan into their policies, programs, and budgets,” said Pant, adding that the 10-Year Village Education Plan will also serve as a basis for evaluating local levels.
It is believed that the implementation of this plan will ensure quality early childhood development and education opportunities for all children, as well as access, participation, and quality assurance in school education.
The World Food Programme has provided financial and technical assistance for the development of the 10-Year Village Education Plan.
