Ministry of Education Invites Applications for Vice-Chancellor Positions at Eight Universities

The Ministry of Education, Science & Technology has issued a public notice inviting applications for the appointment of vacant Vice-Chancellor positions at various universities across Nepal. Applications are invited in accordance with the “Integrated Procedure for Selection and Recommendation of Vice-Chancellors of Various Universities, 2083,” approved on 2083/01/24 by the Selection and Recommendation Committee formed for recommending names for the vacant Vice-Chancellor positions.

  • Agriculture and Forestry University
  • Mid-West University
  • Far-Western University
  • Rajarshi Janak University

Interested and qualified individuals may submit their applications within 10 days from the date of first publication of the notice through the official website of the Ministry of Education, Science and Technology.

Minimum Eligibility Requirements

Applicants must fulfill the following minimum qualifications and conditions:

  • Hold at least a PhD degree from a recognized university.
  • Have at least 10 years of experience in research and academic fields.
  • Demonstrate outstanding management skills and competence in educational or academic advancement.
  • Be at least 40 years of age.
  • Possess high moral character.
  • Not be disqualified from appointment to public office under prevailing laws.
  • Have no conflict of interest with the university concerned.
  • Be a Nepali citizen.
  • Not be a member of any political party at the time of application.

Additional Eligibility for Specific Universities

For Lumbini Buddhist University:

  • Applicants must possess at least a PhD degree in Buddhist Philosophy from a recognized university.

For Agriculture and Forestry University:

  • Applicants must possess at least a PhD degree in Agriculture, Veterinary Science, or Forestry from a recognized university.

Required Documents

Eligible applicants must submit the following documents along with the online application:

  • Copies of Master’s and PhD certificates.
  • Copy of appointment letter if serving or previously served as a university professor.
  • Copies of books published in the fields of higher education development, educational administration, or management.
  • Details and supporting documents of experience as an official or office-bearer in universities or academic institutions within Nepal or abroad.
  • Documents proving at least 10 years of experience in research and academic fields.
  • DOI links or webpage addresses of research articles published in ranked or peer-reviewed journals related to higher education or the applicant’s subject area.
  • Details and supporting documents of successfully completed academic research projects.
  • A Vision Paper and Strategic Action Plan for the concerned university with a maximum of 5,000 words.
  • Copy of Nepali citizenship certificate.
  • Self-declaration stating that there is no conflict of interest with the concerned university.

Vision Paper and Strategic Action Plan Guidelines

Applicants must prepare and submit the Vision Paper and Strategic Action Plan as follows:

  • The document must be divided into:
    • Section A: Vision Paper
    • Section B: Strategic Action Plan
  • If prepared in English:
    • Font: Times New Roman
    • Font Size: 12
    • Double line spacing
  • If prepared in Nepali:
    • Unicode font
    • Font Size: 12
    • Double line spacing

Applicants must ensure that:

  • Personal details are disclosed only on the cover page.
  • No identifying marks, symbols, or references appear on the remaining pages.
  • The document is submitted separately in sealed form.

Application Limit

  • One applicant may apply for a maximum of two universities.
  • Applications must be submitted by filling in the required information and uploading documents through the designated online portal.

Selection Process

The Selection and Recommendation Committee will evaluate candidates based on qualifications, experience, publications, research contributions, Vision Paper, Strategic Action Plan, presentation, and interview performance.

The committee will recommend three candidates with the highest scores, arranged in alphabetical order, to the Chancellor for appointment as Vice-Chancellor.

Evaluation Criteria

The evaluation will be conducted out of 100 marks based on:

  • Experience as a university professor
  • Experience as an office-bearer in national or international universities or academic institutions
  • Publication of books related to higher education development and educational administration
  • Academic and research projects
  • Research articles published in ranked and peer-reviewed journals
  • Evaluation of the Vision Paper and Strategic Action Plan
  • Presentation of the Vision Paper and Strategic Action Plan
  • Interview performance

Selection Stages

Shortlisting Stage

  • Candidates will first be evaluated based on qualifications, experience, publications, research projects, and journal articles.
  • The top 10 candidates scoring the highest marks will be shortlisted.
  • Public feedback and suggestions regarding shortlisted candidates may also be invited.
  • If the number of approved applicants is 10 or fewer, all applicants will proceed to further evaluation stages.

Evaluation of Vision Paper and Strategic Action Plan

  • The shortlisted candidates’ Vision Papers and Strategic Action Plans will be evaluated by experts.
  • More than one expert may evaluate the submissions, and the final score will be determined based on the average marks awarded.
  • The evaluation process will conceal applicants’ identities through a double-coding system.
  • All evaluation documents will remain sealed and confidential until the final recommendation stage.

Presentation and Interview

  • Shortlisted candidates will be invited for presentation and interview through a public notice published on the Ministry’s website at least five days in advance.
  • Applicants will also be informed through email or phone.
  • Candidates who fail to attend on the scheduled date and time will not be included in the selection process.
  • In special cases, virtual presentation may be permitted upon committee approval.
  • Final interview scores will be determined based on the average marks awarded by interviewers.
