Government of Nepal, Ministry of Education (MoE) has set up the Medical Education Commission under the leadership of Minister for Education Chitra Lekha Yadav on Thursday.
While negotiating an end to his sixth hunger strike earlier this month, the government had agreed with Dr KC to form a medical commission, as recommended by the Mathema task force report, to initiate and oversee reforms in medical education sector.
Last week, cabinet's Social Afffair's Committe had sent the names of commission members and asked the ministry to take steps to establish the commission. The commission, with 19 members, has been formed to address the demands of Dr KC, government officials said. The commission members include health experts, doctors, lawyers and secretaries of various ministries.
However, medical students and doctors who support Dr KC said that the move still falls far short of the promises made by the government in the agreement reached with Dr KC to end his sixth hunger strike.
On Wednesday, Dr KC had organized a press conference to express dissatisfaction over the appointment of a political figure instead of an independent expert to lead the commission.
Dr KC's supporters have also severely criticized the cabinet decision to allow medical colleges to take in more than 100 students per year and permit opening of new medical colleges in the Valley, ignoring the suggestions of the Mathema report. Likewise, the government has also failed to honor its pledge to cap MBBS study fee at Rs 3.5 million for the colleges out of Valley.

नेपाल सरकार र डा. गोविन्द के.सी. बीच भएको सम्झौता कार्यान्वयन गर्ने सम्बन्धमा नेपाल सरकार मन्त्रिपरिषद् समाजिक समितिको मिति २०७२।५।३१ को निर्णय कार्यान्वयनका लागि प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालयको प.सं. ४२/०७२ च.नं. १४९४ मिति २०७२।५।३१ को पत्रबाट लेखि आए बमोजिम मन्त्रिपरिषद्बाट स्वीकृत देहायका निर्णयहरु कार्यान्वयनका लागि चिकित्सा शिक्षा कार्यक्रम सञ्चालन गर्ने सम्पूर्ण विश्वविद्यालयहरु, प्रतिष्ठानहरु र नेपाल मेडिकल काउन्सिल समेतमा पत्राचार गरिसकिएको व्यहोरा सम्बन्धित सबैको जानकारीको लागि यो सूचना प्रकाशित गरिएको छ । उल्लिखित पत्र प्राप्त भईनसकेको भए यसै सूचनालाई आधार मानी देहाय बमोजिमका निर्णयहरु तहां विश्वविद्यालय, प्रतिष्ठान, नेपाल मेडिकल काउन्सिल अन्तर्गतका सम्पूर्ण शिक्षण संस्थाहरुमा कार्यान्वयन गर्नु गराउनु हुन जानकारीका लागि अनुरोध छ ।
तपसिलः
(१) एम.बी.बी.एस. कार्यक्रममा क्रमशः शैक्षिक सत्र २०७२/७३ मा १३५, २०७३/७४ मा ११५ र २०७४/७५ देखि १०० अधिकतम् वार्षिक सिट निर्धारण गर्ने ।
(२) शुल्क सम्बन्धी व्यवस्था अन्तर्गत एम.बी.बी.एस. कार्यक्रमको शुल्क निम्नानुसार हुनेः हाललाई अधिकतम् रु. पैंतिस लाख हुने व्यवस्था गर्ने । पहिलोचोटि एक वर्षमा र त्यस पछि प्रत्येक दुई दुई वर्षमा नेपाल राष्ट् बैंकद्वारा प्रकाशित मुद्रास्फितिलाई ध्यानमा राखेर चिकित्सा शिक्षा आयोगले परिवर्तन गर्न सक्ने । तर उपत्यका वाहिरको हकमा लागत खर्चको आधारमा फ्याकल्टी बोर्डले स्थान विशेषको आधारमा शुल्कमा उचित रकम थप गर्न सक्ने । देशका सबै निजी कलेजमा स्नातकोत्तर तहमा हाल काठमाडौं विश्वविद्यालयले लिने गरेको शुल्क सरह रु. तेईस लाख तोक्ने, सो वापत सम्बन्धित कलेजले समुचित निर्वाह भत्ता दिनुपर्ने । उपर्युक्त प्रावधान बमोजिम स्नातकोत्तर उत्तीर्ण गरेको चिकित्सकले एक वर्ष अनिवार्य नेपाल सरकारले खटाएको ठाउ“मा काम गर्नुपर्ने, कम्तिमा थप एक वर्ष स्वदेशमा सेवा गर्नुपर्ने व्यवस्था मिलाउने । स्नातक र स्नातकोत्तर दुबै तहका लागि छात्रवृत्ति र सशुल्क सिटका लागि समेत हाललाई सम्बन्धित विश्वविद्यालयले निकालेको योग्यता सूची र चिकित्सा शिक्षा आयोग बनेपछि उक्त आयोगले तयार पारेको योग्यता सूचीको आधारमा नेपाल सरकारलाई थप आर्थिक भार व्यहोर्न नपर्ने गरी भर्ना गरी सम्बन्धित कलेजमा पठाउने व्यवस्था गर्ने ।
