Former Government of Nepal Secretary and senior urban planner Kishore Thapa has been appointed as the Chairperson of the Tribhuvan University (TU) Service Commission. Prime Minister and Chancellor of Tribhuvan University, Balendra Shah, appointed Thapa to the position.

Similarly, Prof. Dr. Rejina Maskey has been appointed as a member of the Service Commission. According to university sources, these appointments have been made with the objective of making the TU Service Commission more effective, transparent, and merit-oriented.
The recommendation committee, led by Pro-Chancellor and Minister for Education and Sports, Sasmit Pokharel, reviewed applications, evaluated candidates, and conducted interviews before recommending three names for the position of Chairperson to the Chancellor. Based on the committee's recommendation, Chancellor Shah appointed Thapa as the Chairperson.

The recommendation committee had invited applications from qualified and interested candidates for the position in Jestha. Following the prescribed selection process, the committee assessed applicants based on their qualifications, experience, leadership capability, and overall performance before recommending the most suitable candidates.

An architect and urban planner by profession, Kishore Thapa served in the Government of Nepal's civil service for more than four decades in various leadership roles. He held the position of Secretary at the Ministry of Urban Development, Ministry of Education, Ministry of Culture, Tourism and Civil Aviation, and the Water and Energy Commission Secretariat, among other government institutions. He played a leading role in the formulation and implementation of several major national policies and programs, including the National Housing Policy, National Urban Development Strategy, Technical and Vocational Education and Training (TVET) Policy, and Nepal Tourism Year 2011.

Following the 2015 earthquake, Thapa also contributed as an expert member of the Board of Directors of the National Reconstruction Authority, supporting the country's post-earthquake reconstruction efforts. He is currently associated with the Nepal Institute of Urban and Regional Studies as an urban planning expert and serves as a visiting faculty member at Kathmandu University. He has extensive experience in housing, urban development, infrastructure, disaster management, and public policy.
