Khaniyabas Rural Municipality in Dhading has been officially declared a local level where education is free and compulsary. The announcement was made by the Ministry of Social Development of Bagmati Province during a formal event held at the rural municipality office premises.
Bagmati Province’s Minister for Social Development, Hariprava Khadgi Shrestha, stated that Khaniyabas has a total of 3,291 households, and all children between the ages of 4 and 14 have now been enrolled in school. With no out-of-school children remaining, the rural municipality has met the necessary criteria to be declared an area with full implementation of compulsory and free education.
Minister Shrestha further emphasized that, starting from Baisakh 1, 2085 B.S. (April 13, 2028 A.D.), individuals without basic education will be excluded from accessing government services, benefits, and opportunities. She stressed the need for all local governments to enforce this provision to ensure the practical implementation of the fundamental right to education, as guaranteed by Article 31 of Nepal’s Constitution.
Chairperson of Khaniyabas Rural Municipality, Ranbahadur Tamang, informed that the declaration was made after the municipality submitted a proposal confirming that compulsory and free education had been implemented across all its wards. The provincial government made the official announcement accordingly.
