Kathmandu Metropolitan City Implements Ban on Discipline Incharges in Educational Institutions

Educational institutions within Kathmandu Metropolitan City are no longer permitted to have Discipline Incharges (DIs) due to a rising trend of student mistreatment under various pretexts.

The decision, made by Kathmandu Metropolitan Authorities, emphasizes the removal of DIs amid reports of their involvement in physical abuse and mistreatment of students.

Sitaram Koirala, Head of the Kathmandu Metropolitan Education Department, conveyed the directive, stating that educational institutions must promptly dismiss existing DIs.

The alternative proposed is the hiring of trained counselors, ensuring a focus on proper guidance and support rather than punitive measures. The move aims to address concerns regarding the often harsh and injurious behavior exhibited by some DIs, even within public schools in Kathmandu Metropolitan. Notably, the Children Act categorizes inhumane acts against children, including violence, and prescribes penalties such as a fine of Rs. 75,000, imprisonment for three months, or both if a child is harmed.
