INSEC and CTEVT Sign MoU to Enhance TVET Curriculum with Human Rights Emphasis

On August 4, 2023, an agreement was formalized between the Informal Sector Service Center (INSEC) and the Council for Technical Education and Vocational Training (CTEVT). Dr. Kundan Aryal, the Chairperson of INSEC, and Mr. Khagendra Prasad Adhikari, the Vice Chairperson of CTEVT, signed the memorandum of understanding (MoU) during a special event held at the CTEVT central office. The primary objectives of this MoU are to revise and upgrade the curricula of CTEVT and to provide specialized training on human rights and social justice for instructors and staff within Nepal's technical and vocational education and training (TVET) sector.

The main emphasis of CTEVT curricula is on technical and vocational skills essential for the "world of work." However, the crucial aspects of human rights and social inclusion have been largely overlooked in the existing curricula. To address this gap, an agreement has been established to incorporate components related to human rights and social justice into the CTEVT curricula, alongside the core competencies necessary for the job market. Additionally, INSEC will offer free support in training CTEVT employees on human rights and social inclusion matters.

INSEC has identified its key areas of expertise, which revolve around conducting campaigns, raising awareness, and implementing educational programs aimed at empowering individuals to assert their fundamental human rights, including civil and political rights. Furthermore, INSEC actively engages in documenting the human rights situation in the country and sharing its findings at both national and international platforms. Over the past three decades, INSEC has consistently undertaken significant endeavors such as education, monitoring, lobbying, advocacy, research, and training on human rights-related issues.

Through this agreement, both parties will reap the advantages of awareness programs that highlight the significance of human rights and social inclusion. According to the agreement, both CTEVT and INSEC will designate their respective focal persons to facilitate communication and coordination between the two entities. The Curriculum Development and Equivalence Division will represent CTEVT and hold the responsibility for efficiently implementing this MoU.

To monitor progress and accomplishments, both parties have mutually agreed to conduct a joint annual meeting. The decisions made during these meetings will be an essential component of the memorandum of understanding.

The agreement is set to be valid from the date of its signing until December 2027. Either party has the right to terminate the agreement by providing written notice to the other party at least two months before the intended termination date.
