Government Plans to Set Cooperative Fund for Implementing Free and Compulsory Education related Act

Ministry of Education, Science and Technology is preparing to establish Federal, Provincial and Local Cooperative Fund for implementing act regarding Free and Compulsory Education in Nepal.  A recent meeting of the Ministry Level Development Problem Solving Committee at the Ministry of Education has decided to propose the Fund's establishment to the National Development Problem Solving Committee, chaired by the Prime Minister.

Upon the establishment of the fund, the government will collect the required amount and will spend in implementing the Act of Free and Compulsory Education.

The Act related to Free and Compulsory Education-2075 has made it mandatory to have passed basic level education (class 8) for entering government, non-government, and other services after 1st Baisakh 2085.

Thus, anyone who has not passed the basic level is ineligible to enter service in any institution with full or partial ownership of all these levels. It also bars them from elected, appointed, nominated, or employed positions in the government, non-government, or private sectors.

However, the Act makes an exception for those who have already reached the age of 12 or are currently employed before the provision comes into effect, even if they have not completed their basic education.

Education Minister Bidya Bhattarai stated that the goal is to create a fund where all three levels of government allocate a budget for education. She said that a proposal will be made to operate the fund by the respective ministry itself and to be supervised only by the federal government.
