In line with the Government of Nepal's policy and program for the fiscal year 2082/83 (Point No. 64), the Council for Technical Education and Vocational Training (CTEVT) has approved and released the "Guidelines for Selection of Trainees, Scholarship Distribution, and Admission for Pre-Diploma, Diploma, and Certificate Levels, 2082." The CTEVT's 207th board meeting on Baisakh 26 also endorsed a revised examination and selection procedure to make the admission process more efficient and transparent.
According to the CTEVT, these changes aim to streamline the trainee selection process for technical education programs under the new academic session (2082/83), replacing traditional entrance exams with a GPA-based merit system derived from the Secondary Education Examination (SEE).
Key Highlights of the New Guidelines:
Unified Admission Process:
A single, integrated guideline now governs all programs at the Pre-Diploma, Diploma, and Certificate levels, ending fragmented procedures.
Online Application System:
All application procedures for various technical and vocational programs will now be conducted through an online platform.
According to the official notice, the online application system will be applicable to all types of programs, including:

Classified (Free) Scholarship Programs

Full-Fee Based Programs

Special Scholarships in Technical Education (targeted towards Dalit, Muslim, marginalized communities, Haliya and Kamaiya groups, and students residing in municipalities with limited access to technical education)

Industrial Trainee Training Programs
GPA-Based Selection:
In the past, entrance examinations were conducted multiple times for different programs. However, from academic session 2082/83 onwards, admissions will be based solely on the Grade Point Average (GPA) obtained in the Secondary Education Examination (SEE).
Under the new system:

Applicants will submit their forms online.

No separate entrance examinations will be conducted.

A merit list will be prepared based on the SEE GPA.

Admissions will be recommended accordingly.
Eligibility for Free Scholarships:
Students must have passed SEE from a community school to be eligible for classified (free) scholarships.
Merit Score Calculation for Full-Fee Programs:

Students from community schools will receive an additional 1.0 point on their SEE GPA.

Students from institutional/private schools will get 0.85 additional points.

In case of GPA ties, priority will be given based on subject-wise GPAs in Mathematics, Science, and English, respectively. If still tied, priority goes to students from remote areas.
Why This Shift from Entrance Exams to GPA-Based Admission?

Efficiency and Transparency:
SEE already evaluates students in English, Math, and Science. Using these results reduces redundancy and makes the admission process faster and fairer. It also lowers the burden of travel and expenses for students. -
Better Resource Management:
Conducting separate entrance exams required extensive manpower, delaying regular exams and result publication. The online GPA-based system eases administrative pressure and supports timely academic calendar execution. -
Avoids Multiple Admissions and Vacant Seats:
Previously, students admitted under full-fee quotas were later selected for free or special scholarships, leading to frequent seat reallocation. The new unified selection process ensures proper distribution of trainees in respective quotas, reducing confusion and administrative hassle.
CTEVT emphasizes that this new guideline was prepared in consultation with various stakeholders to ensure a more accessible, prompt, and transparent admission process for students aspiring to pursue technical education in Nepal.
