The results of the examination that was posted for various positions three years ago have been made public by the Tribhuvan University Service Commission (TUSC).
The results that were made public yesterday indicates that the quality of Nepal's higher education system has shrunken. Except for some limited positions of the vacant post, the result obtained was null. The written exam for the positions of Deputy Administrator, Branch Officer, Head Office Assistant, Deputy Controller of Finance, and Accounts Officer attracted 1,463 applicants but just one head office assistant was chosen for the interview.
The TUSC held the test a year after there was a need for applicants for the various positions, but the findings weren't made public only a year and a half later. There are still lots of unanswered questions because of how long it took for the results to be made public. It is a shame that even the manpower produced by the university could not pass the examination for the expected position.
The TUSC advertised on Kartik 15, 2076 stating that it will fill the permanent positions through an open and inclusive competition. Various services, groups, categories, and applications were opened for administrative and technical positions. In total 4 positions were vacant, 2 open positions, 1 woman, and 1 Adivasi Janajati. The exam for the vacant position was taken between Magh 25, 2077 and Falgun 27, 2077, and the remaining examinations for the other positions were conducted between Ashoj 28 and Mangsir 16, 2078. Written examination showed that 12 applicants appeared. However, after clearing the required indicator in the aforementioned exam not a single candidate could succeed.
Similarly, an application was required for the position of branch officer, advertised as 22 for an open position, 6 women, 5 Adivasi Janajati, 4 Madhesi, 1 Dalit, and 1 from disabled, and backward area. A total of 542 applicants showed up for the written exam for the position, however, the TUSC didn't find a single applicant eligible.
Likewise, for the head office assistant post 24 candidates for the vacant position, 6 women, 5 Adivasi Janajati, 4 Madhesi, 2 Dalit, 1 Apang, and 1 from backward areas. 777 candidates appeared for the written test but the disappointment is that only one candidate succeeded in the open post and no one could make it to other posts.
For the position of office assistant 32 available positions, including 8 women, 6 Adivasi Janajati, 5 Madhesi, 2 Dalit, 1 disabled, and 1 from a backward area, 672 individuals took part in the written test. From the open and women's categories, 48 and 22 were passed respectively while other positions could not be filled as required not even a single candidate could succeed. Although 6 seats were allotted for Adivasi Janajati in the post, only 5 candidates passed. Similarly, only 5 out of 5 Madhesi candidates passed the written test while not a single candidate in the other seats could pass the exam.
Three people applied for the position of deputy controller of finances, however none of them could pass the test. 129 persons took the written test for the position of accounting officer, which had 8 open positions and 7 inclusive vacancies. All of them, however, failed. Likewise, no candidates from the Dalit or disability quota were able to pass the post of main article assistant, and no Dalit candidates were able to pass the post of accounting assistant.
Some of the applicants who responded to every advertisement have had their examinations and answer scripts canceled because they violated the guidelines established by the TUSC for the use of response scripts and examinations in 2077. The TUSC has announced that the exams for 36 branch officer posts, 38 head office assistant posts, 28 office assistant posts, 10 accounting officer posts, 9 chief accounting assistant posts, and 10 accounting assistant posts have been postponed.
It is difficult to predict the challenges that TUSC may encounter in the current environment. There is still some controversy surrounding the reason the examination was carried out only after a year of accepting applicants. One of the examinees further asserted that TU had been putting off the exam's administration and the publication of the results because it had been assigning high-ranking relatives to the positions.
