For students holding identity cards, there is a provision of 45 percent discount on public transportation. Though the government gives a 45 percent discount on the total freight rate for vehicles, it has not been implemented. Nirdesh Shrestha, who was going from Kirtipur to Ratnapark, said, 'I gave 20 rupees but I didn't get any return or discount.'

Bus co-ordinator Ravin Maharjan said that it is not applicable after 8 pm. For many years, the government has not been able to effectively implement fare exemptions in public transport by providing reservation to students, persons with disabilities and senior citizens.

The government had arranged a 45 percent fare exemption on public transportation for students having identity cards with the consent of the transport professionals.

"Though the government has exempted 45 percent fare on public transport for the students, the public vehicles operating in the Koshi hills have not given any exemption on fare", he said. Most of the fare collectors of public transport have reprimanded towards fare exemption for students.
