Public Service Commission conducts Integrated and Unified Examinations to select Section Officer Sakha Adhikrit- शाखा अधिकृत वा सो सरह (Gazetted Third Class Officer-) Non-Technical candidates for various services, such as the Foreign Affairs, General Administration, Auditing and Parliamentary Service.

The exam plan is based on the Integrated and Unified Examination System. It is divided into two parts: the Written Examination (first and second stages) and the Final Stage Examination ( Skill Test, Group Test, and interview).

There are extra examinations (both in the written and final exams) for candidates also competing for foreign services. 

Written Examination

The written examination plan, as provided in Table (1) and Table (2), will be mandatory for all groups of the non-technical (Foreign Affairs, Administration, Audit, and Parliamentary) services. 

However, additional subjects, as per Table (3), will be included for the Nepal Foreign Affairs Service.

Based on the Integrated & Unified Examination System, the content of the first, second, and third papers/subjects for all groups of the services above will be common and mandatory. 

The open and inclusive group examinations for all the mentioned services and their sub-groups will be conducted through a common question paper. 

The medium of language for the written examination will be Nepali, English, or both. However, as per Table (3) for the Nepal Foreign Affairs Service, the medium will be English for the additional subjects.

Written Examination: First Stage (Preliminary Examination)

For objective multiple-choice questions, 20% of the marks will be deducted for each incorrect answer. No marks will be awarded or deducted for unanswered questions. 

Any calculator will not be allowed in exams with multiple-choice questions (MCQs).

The first paper or the Administrative Aptitude Test is designed to assess candidates' foundational skills and knowledge through an objective examination system.

This paper comprises 100 multiple-choice questions, each carrying 1 mark, making the full marks a total of 100.

To pass this test, candidates must secure at least 45 marks. The examination is strictly timed, with a duration of 1 hour and 30 minutes.

Only candidates selected from the first phase of the written examination will be eligible to participate in the second phase.

For subjective questions, a long question or two or more parts of a single question or two or more short notes under a single question may be asked. The number of questions and the weight of marks for the exam will be provided in the relevant subject/paper as much as possible.

The written examination result will be published based on the combined total marks of 50% of the marks obtained in the first phase and the marks obtained in the second phase.

Skill Test, Group Test & Interview

Only candidates selected from the written examination will be eligible to participate in the final phase's skill test, group test, and interview. The interview will be separately held for those with different full marks in an interview (i.e., separate for foreign service applicants and other candidates).

Eligibility

Minimum Education Qualifications

(a) For Civil Service:

Candidates must not be disqualified under Section 10 of the Civil Service Act, 2049, and must meet the minimum educational qualifications specified in Rule 15 of the Civil Service Regulations, 2050.

  1. For Nepal Foreign Service and Nepal Administration Service (Revenue and General Administration Group):
    • Must have passed a Bachelor's degree or equivalent from a recognized educational institution.
  2. For Nepal Administration Service, Accounts Group:
    • Must have passed a Bachelor's degree in Management, Commerce, or Business Administration or a Bachelor's degree with Economics, Mathematics, Statistics, or Public Administration as a major subject or equivalent from a recognized educational institution.
  3. For Nepal Judicial Service (Judicial, Law, Government Attorney Group):
    • Must have passed a Bachelor's degree in Law from a recognized educational institution.
  4. For Nepal Auditing Service:
    • Must have a Bachelor's degree in Management, Business Administration, or Commerce from a recognized educational institution.

(b) For National Human Rights Service:

Candidates must not be disqualified under Rule 14 of the National Human Rights Staff Service, Terms, and Facilities Regulations, 2072 (as amended). They must meet the following minimum educational qualifications as specified in Rule 12.

For National Human Rights Service, Human Rights Officer Position:

Must have passed a Bachelor's degree or equivalent from a recognized educational institution.

Age Limit for Candidates:

  • Candidates must be at least 18 and not over 35 years old. The age limit for female and disabled candidates is extended to not exceed 40.
  • There is no age limit for permanent civil servants currently in service.
  • According to the interim order of the Honorable Supreme Court dated 2079/10/20, until the final decision of the case, the age limit will not apply to currently serving government employees whom the Public Service Commission recommended from the exam advertised on 2076/2/15 for local levels. Such candidates must upload an application detailing this information in the Experience section of the online application system.

Syllabus

This syllabus outline/plan is divided into two parts based on the Integrated & Unified Examination System: the written examination (first and second stages) and the final stage examination (skill test, group test, and interview).

Separate answer booklets for each part/section/unit of the subject/paper with subjective questions will be provided. Candidates must write the answers to each part/section/unit in the respective answer booklet.

Regardless of what is written in the subject matter of the papers/subjects under this syllabus plan, laws, acts, rules, and policies included in the syllabus that have been amended, removed, or added up to three months before the exam date will be considered part of the syllabus.
