The Public Service Commission (Lok Sewa Aayog) conducts Integrated and Unified Examinations to select Nayab Subba (Non-Gazetted First Class Officer) Non-Technical candidates for various services, such as the Judicial, Legislature, General Administration, Parliamentary and Foreign Affairs Service, Provincial Administrative Service, and other Groups.
The examination plan is based on the Integrated and Unified Examination System. This examination plan is divided into two parts: Written Examination (first and second stages) and Final Stage Examination (Computer Skill Test and Interview).
Written examinations are mandatory for all the services mentioned. Written examination has two Stages; Stage-I is of 100 Marks and Stage-II is of 200 marks. The second stage has two papers, the first paper is the same and compulsory for all, and 2nd paper is service related
Thus, all candidates for the above services have the same first and second papers. However, the third paper (2nd paper of Stage II) differs according to the service group-related subjects.
The stage I also called the preliminary examiantion is the examination for General Knowledge & General Mental Ability Test. It carries Objective Multiple Choice Questions. 50 MCQs carrying two marks each are asked in the exam, and students should complete the exam within 45 minutes. The total exam mark is 100; students should get 45 marks to pass the examination.
The first stage (Stage - I) of the written examination will be a preliminary examination. This preliminary examination will only be considered a screening test, and the marks obtained in this examination will not be included in the main examination's marks.
The multiple-choice questions are checked through a computerized system. For objective multiple-choice questions, 20% of the marks will be deducted for each wrong answer. However, no marks will be awarded or deducted for unanswered questions.
Using a calculator is not permitted during the objective multiple-choice question examination.
Only candidates selected from the first stage (Stage - I) of the written examination will be allowed to participate in the second stage (Stage - II) main examination.
The second stage also called Main Examination consists of the written examination of two papers. The written examination medium will be in Nepali or English or both. However, the third paper for Foreign Affairs service will be conducted only in English and on diplomatic subjects.
The examination questions are prepared according to the prescribed syllabus and will be short answer/essay or objective/subjective questions. Candidates should write answers in their own words as much as possible. Plagiarized answers or content copied from textbooks or sources are considered invalid.
The first paper (Contemporary Studies & Public Service Management) is common for all the services. It contains 14 short answer questions of 5 marks each and 3 long questions of 10 each. The total duration of the examination is 2 hours and 30 minutes. The full mark for the exam is 100, and students have to get at least 40 marks to pass the paper.
The second paper is about Service-Group related Subjects. The examination system involves subjective (short and long Answers). It is 100 marks, and students should get 40 marks to pass the examination. The exam duration is 2 hours and 30 minutes.
The number of questions, marks, and weightage of marks in the examination will be as specified in the respective papers/subjects. Separate answer sheets will be provided for each section for subject-specific questions. Candidates must write the answers to each section's questions in the respective section's answer sheet. Please refer to the curriculum section below for the question types, marks of each question, and the curriculum.
The written examination results are published, including the combined marks of both phases. The merit list of the written examination is prepared by combining 50% of the marks of the first phase and the marks of the second phase.
Only candidates selected from the second stage (Stage - II) of the written examination will be allowed to participate in the final stage examination.
The final Examination is about the Computer Skill Test and Interview.
The final examination results will be published based on the total marks of the second stage main examination and the final stage examination.
According to Section 10 of the Civil Service Act, 2049, and Rule 15 of the Civil Service Regulations, 2050, candidates must have obtained the following minimum academic qualifications:
Eligible candidates must have been 18 years of age by the last date of application (the normal fee-paying date) and should have stayed within 35 years. However, for women and disabled candidates, the age limit is up to 40.
For current permanent civil service employees, there is no age limit for applying to civil service positions.
Similarly, there is no age limit for current permanent National Human Rights Commission employees applying for positions in the National Human Rights Service.
According to the interim order of the Honorable Supreme Court dated 2079/10/20, until the final decision of the case, the Public Service Commission will not impose an age limit for current government employees recommended from the Examination held for local levels as per the advertisement published on 2076/2/15. Such candidates must upload an application mentioning this in the "Experience" section of the online application system.
Curriculum approval date: 2081/03/20 (to be implemented from the advertisement of the fiscal year 2081/82).
