The Lok Sewa Aayog (Public Service Commission) conducts Integrated and Unified Examinations to select Kharidar (Non-Gazetted Second Class Officer) Non-Technical candidates for various services, such as the Judicial, General Administration, Auditing, Parliamentary Service,and other Groups.

The exam plan is based on the Integrated and Unified Examination System. Exam plan is divided into two parts: Written Examination (first and second stages) and Final Stage Examination (Computer Skill Test and interview).

Part - 1: Written Examination (300 Marks)

Written examinations are mandatory for all the services mentioned.  The content of the first, second, and third papers/subjects will be the same (common) and mandatory.

The medium of the written examination question paper will be Nepali. However, if necessary to clarify the subject matter, English terms will be used within brackets. 

The medium of the written examination will be Nepali or English, or both Nepali and English.

First Stage-100 Marks

The first stage, also known as Preliminary examination is about the General Knowledge & & Basic Office Skills Test. It carries Objective Multiple Choice Questions. 50 MCQs carrying two marks each are asked in the exam, and students should complete the exam within 45 minutes. The total exam mark is 100; students should get 45 marks to pass the examination. 

For objective multiple-choice questions, 20 percent of the marks will be deducted for each incorrect answer. However, no marks will be awarded or deducted for unanswered questions. Calculators are not allowed in exams with multiple-choice questions. 

The first stage (Stage - I) of the written examination is a preliminary examination. This preliminary examination will only be considered a screening test, and the marks obtained in this examination will not be included in the main examination's marks.

Second Stage - 200 Marks

Only candidates selected from the first stage of the written examination will be allowed to participate in the second stage. The second stage of the written examination has two papers (2nd and 3rd papers). 

The number of questions, marks, and weightage will be as specified in the relevant paper/subject. Each section of the subject-specific papers will have separate answer booklets. Candidates must write the answers to each section's questions in the respective section's answer booklet.

The Second paper is on office management. It contains 12 short answer questions of 5 marks each and four long questions of 10 each. The total duration of the examination is 2 hours and 30 minutes. The full mark for the exam is 100, and students must get at least 40 marks to pass the paper. 

The Third paper is about Job Knowledge and related Subjects. The examination system involves subjective (short and long Answers). It contains 8 short answer questions of 5 marks each and six long questions of 10 each. It is 100 marks, and students should get 40 marks to pass the examination. The exam duration is 2 hours and 30 minutes. 

The merit list of the written examination is prepared by combining the marks of the second and third page (Stage II). The marks of the first stage wont be added. 

Part - 2: Final Stage Examination (40 Marks)

Only candidates selected in the written examination will be allowed to participate in the final phase, which includes a computer skills test and an interview.

  1. Computer Skill Test: 10 Marks. It is a practical exam of 15 minutes.
  2. The interview is an oral exam that will carry 30 marks. The duration of the interview may vary according to the candidate.

Eligibility

Education Qualification 

(a) For Judicial Service, Judicial/Law/Government Attorney Group, and Administrative Service, General Administration Group:

  • Must have passed S.L.C. (School Leaving Certificate) or equivalent from a recognized educational institution.

(b) For Administrative Service, Accounts Group:

  • Must have passed S.L.C. or equivalent with Mathematics or Commerce or Elective Accounting subjects from a recognized educational institution.

Note:

For candidates who passed the S.L.C. or equivalent examination after the implementation of the grading system, it is important to note that a minimum GPA of 2 or higher is required to be considered as meeting the minimum qualification.

Age Limit for Candidates:

  • Candidates must be at least 18 and not over 35 years old. The age limit for female and disabled candidates is extended to not exceed 40.
  • There is no age limit for permanent civil servants currently in service.
  • According to the interim order of the Honorable Supreme Court dated 2079/10/20, until the final decision of the case, the age limit will not apply to currently serving government employees whom the Public Service Commission recommended from the exam advertised on 2076/2/15 for local levels. Such candidates must upload an application detailing this information in the Experience section of the online application system.
