Process to Get Letter of Recognition and Equivalency (LOE) For Grades 1 to 12

This post is helpful for all students who have obtained academic qualifications from domestic or foreign educational institutions or boards in Nepal and wish to receive a Letter of Recognition and Equivalency (LOE) for their qualifications equivalent to secondary level (Grades 10 and 12) or lower than Grade 10 and their classes.

The information is based on the provisions of the Secondary Education (Grades 10 and 12) Equivalency Guidelines 2073 (Second Amendment 2079) and the decisions made by the Recognition and Equivalency Determination Committee from time to time.

1. Regarding Recognition and Equivalency for Secondary Level (Grades 10 and 12)

Recognition and Equivalency for secondary level (Grades 10 and 12) are provided by the Curriculum Development Center, Sanothimi, Bhaktapur, Ministry of Education, Science and Technology, Government of Nepal.

Starting from September 1, 2079 (corresponding to 2022 according to the Nepali calendar year), the application process for recognition and Equivalency has been wholly shifted online. The issue of process letters (physical documents) has been entirely discontinued since that date.

Since recognition and Equivalency cannot be granted solely based on online results provided by the approved educational institutions or boards, applicants must apply only after receiving all their original certificates. Additionally, scanned copies of all original certificates need to be uploaded to the online application form. Applications without complete documents will be rejected.

2. Regarding Minimum Eligibility Requirements

Students who have obtained academic qualifications from foreign boards or educational institutions after passing Grades 10 and 12 are requested to fill out the online application form only if they meet the following minimum eligibility criteria:

  • For Grade 10: Completion of 10 years of education and obtaining an academic qualification with at least five subjects, including English.
  • For Grade 12: Completion of education equivalent to Grade 10 and obtaining an academic qualification with at least five additional subjects, including English, after completing two more years of study.
  • For IGCSE/O Level: Obtaining an academic qualification with at least five subjects passed.
  • For A Level: Obtaining an academic qualification with at least three subjects passed in the Advanced Level. However, for students who enrolled in the Advanced Level program before December 10, 2017 (March 23, 2017), and have completed their studies, if the number of subjects studied in the Advanced Level is less than three, they must have completed studies in at least two subjects in the Advanced Level and two additional subjects in the Advanced Subsidiary (equivalent to Grade 11) program.
  • For IB Program: Students pursuing the IB (International Baccalaureate) program must obtain a Diploma Certificate with a minimum of 24 Grade Points on the grade sheet.

3. Regarding Filling Out the Online Application Form

To fill out the online application form, you must register by creating an email address and password. You can access the User Manual, Notice, and FAQ on the Curriculum Development Center's website (www.moecdc.gov.np/OnlineEquivalence or loe.moecdc.gov.np).

Students who have studied at both Grade 10 and Grade 12 levels from foreign educational institutions or boards must complete the online application for Grade 10 before applying for Grade 12.

Once the online application is submitted, an OTP (One Time Password) will be sent to the student's registered email and mobile phone. If all other requirements are met, the student will receive a message confirming that the application has been verified. If there are missing documents or eligibility requirements are not fulfilled, details regarding the additional documents to be submitted (Resubmit) or notification that the application is rejected (Reject) due to insufficient eligibility will be sent via email and phone. This process may take up to 7 days.

4. Application Verification and Approval

You must fill out the online application form from your location. You can proceed only if you receive a message confirming that your application is verified (Verified). Go to your LOE profile and pay the online payment fee of Rs. 1000 for approved educational institutions or boards and Rs. 1500 for new boards. After uploading the payment receipt, Appointment Slip, and all other documents submitted for Equivalency, including scanned copies of the original certificates, the applicant (student) themself must physically sign a declaration stating "Copy of the Original"

5. Obtaining the Letter of Equivalency (LOE)

Verified applications must be submitted during office hours, excluding public holidays, between 10:30 AM and 1:00 PM on Fridays and between 10:30 AM and 3:00 PM on other days. The Letter of Equivalency will be issued within three days of submission. The Letter of Equivalency will be provided only to the concerned student. Individuals can inquire about matters related to the Certificate as needed.

6. For Students Who Passed from Approved Educational Institutions and Boards

Students who passed from approved educational institutions and boards need to scan and upload the following original certificates while filling out the online application form:

  • Citizenship or any ID Proof Card/Passport
  • Mark sheet/Grade sheet/Statement Of Results (SOR) for A level/IB Grade Sheet for IB(International Baccalaureate)
  • Pass certificate/Provisional certificate (for five years only)/General Certificate of Education (GCE) for A Level / IB Diploma Certificate
  • Character Certificate
  • Migration Certificate (If not, Certificate of higher level)
  • Certificate Verified by embassy/government agencies, or PCC - Police Clearance Certificate (If not verified from the online result)
  • For Cambridge IGCSE, O Levels, and A Levels, Original Certificates from related Agencies/Result Verified Letter from British Council Nepal

7. For New Educational Institutions and Boards Seeking Approval

In addition to all the documents mentioned for approved educational institutions and boards, applicants from new institutions and boards seeking approval need to submit the following additional documents with their application:

  • Softcopy and hardcopy of the curriculum/syllabus for the main subjects studied
  • Certified copy of a document showing the full course load and number of teaching hours per subject
  • Certified copy of a document proving government recognition of the educational institution or board, or a recommendation/certificate from the Nepal embassy of the concerned country stating that the educational institution or board is government-recognized
  • Certified copy of the student's passport and visa showing details of the study period, or Aadhar card or other official documents for India
  • Filled application form available on the website (https://moecdc.gov.np/en/equivalence)
  • Brochure of the educational institution or board

8. Further Verification of Certificates

Currently, academic qualifications received for applications are verified through online verification on the official website of the relevant board before Equivalency is granted. However, there is no reliable basis for verification of academic qualifications from educational institutions or boards where online results are unavailable.

Considering the possibility of receiving fabricated/fake academic qualification certificates, verification of such certificates requires verification by the embassy of the relevant country in Nepal or the official government body of the relevant country (Embassy or Authoritative government Office) with a stamp on the original academic qualification certificate, or a Police Clearance Certificate (PCC) needs to be attached.  For Cambridge IGCSE/O Levels and A Levels, Equivalency will be granted based on certificates issued by the official body of the relevant board or verified by the British Council Nepal.

9. Recognition and Equivalency

Recognition and Equivakency will only be granted to individuals who have obtained academic qualifications from domestic or foreign educational institutions or boards and who have passed from educational institutions operating within Nepal with the permission, approval, and renewal of the Ministry of Education, Science, and Technology, Government of Nepal, after being affiliated with foreign educational institutions or boards.

10. Regarding Translation into English

Suppose the academic qualification certificates and other documents obtained from foreign educational institutions or boards are in a language other than English. In that case, the applicant must have all the documents translated into English by an official body before submitting them.

11. Reservation of Rights

The sole authority to grant or deny recognition and Equivalency rests with the Curriculum Development Center, Sanothimi, Bhaktapur, Ministry of Education, Science, and Technology, Government of Nepal.

12. Regarding Recognition and Equivalency for Classes Below Grade 10

  • If students from foreign educational institutions who have completed studies equivalent to Grade 8 or 9 want to study in Nepal, the student or their guardian must apply to the school where the student wishes to study, along with certified copies of the student's academic qualifications. Suppose the school deems it necessary to conduct a written or oral exam of the student. In that case, they can conduct the exam and submit their recommendation for admission to the District Education Development and Coordination Unit along with their opinion on the appropriate grade for enrollment.
  • If the District Education Development and Coordination Unit finds it appropriate to enroll the student according to the school's request, they can grant permission by specifying the grade.
  • For grades below Grade 8, the school can enroll the student in the appropriate grade based on the student's age, educational level, intellectual ability, and academic qualification certificates.
