Garuda Municipality is one of the 18 municipalities in Rautahat District of Madhesh Province. As per the 2021 census, the municipality has a total population of 60,857, comprising 30,951 males (50.9%) and 29,906 females (49.1%), with a literacy rate of 57.65%. Spanning 44.46 square kilometers, Garuda Municipality exhibits the population density of 1,369 people per square kilometer. Administratively, it is divided into 9 wards.

According to the latest publicly available report of the Center for Education and Human Resource Development (CEHRD), Garuda has 37 schools. Of these, 14 are private and 22 are public. The breakdown includes 34 pre-schools, 36 basic schools, and 10 secondary schools. Among the secondary schools, 5 offer +2 programs.
