Medical Education Scholarships Provision of the Government of Nepal

Sub-Sections (4), (6), and (7) of Section 17 of the National Medical Education Act, 2018 outline the methods by which the Government of Nepal secures free scholarships from existing medical and health sciences colleges operating in the country.

Sub Clause 4: Colleges operated in domestic investment shall provide at least ten percent of the total number of seats, and the educational institutions operating in joint venture of Nepali and foreign or foreign investment shall provide at least twenty percent of the total number of seats to the Government of Nepal as free scholarship. 

Sub Clause 6: An education institution that provides twenty percent of the seats to the Government of Nepal as free scholarships shall have fifty percent of the seats available for foreign students. 

Sub Clause 7: The public educational institution shall arrange for at least seventy percent of the number of seats available in the graduate level program for free scholarship, and such seats may be gradually increased in consultation with the medical education commission. 

The government of Nepal also receives scholarships for medicine and other health science programs from other countries. The National Medical Education Regulations 2020 detail the process for distributing free scholarship seats that the Government of Nepal receives domestically and internationally. 

Section 20 of the National Medical Education Regulations 2020 has outlined this process. 

Section 20. Scholarships

(1) Pursuant to sub-Section (4), (6) and (7) of Section 17 of the Act and out of the total seats of scholarship received by the Government of Nepal for graduation level from home and abroad, the selection in fifty percent of seats shall be made from the merit list determined by the open competition and the selection in forty five percent of seats shall be made from the merit reserved for the communities and individuals pursuant to sub-Rule (2).

(2) The seats of scholarship shall be distributed on the basis of the following percentage by considering the reserved forty five percent seats pursuant to sub-Rule (1) as cent percent: -

(3) Out of thirty three percent seats reserved for women pursuant to Clause (a) of sub-Rule (2), three percent seats shall be reserved for women of Dalit community and two percent seats shall be reserved for women of Muslim community.

(4) Out of twelve percent seats reserved for the Madhesi community pursuant to Clause (e) of sub-Rule (2), three percent seats shall be allocated to the persons belonging to the Madhesi Dalit community.

(5) Notwithstanding anything contained elsewhere in this Rule, in the reserved seat, in case there is no candidate who has passed class six to the SEE examination to be held at the end of class ten of secondary level from a community school, the candidate from the same community who has passed the examination to be held at the end of class ten from other schools within Nepal shall be selected.

(6) In case women of the Dalit community and women of the Muslim community are not available in the seats reserved for the concerned community pursuant to sub-Rule (3), women of other communities shall be selected in such seats.

(7) In case persons of Madhesi Dalit community are not available in the seat reserved for the concerned community pursuant to sub-Rule (4), other persons of the Madhesi community shall be selected in such seat.

(8) In determining the percentage in accordance with this Rule, in case the number comes after the decimal point, it shall be done as following: -

(a) One more seat be added to the highest scorer after the decimal point;

(b) One more seat be added to the community having the candidate leading in the open merit list in case the number after the decimal point is equal.

For example, In determining the percentage, in case of 5.5 percent for women and 5.2 percent for persons with disabilities, six seats shall be preserved for women and five seats for persons with disabilities. In case of 5.5 percent for women and 5.5 percent for persons with disabilities, one seat shall be added for the community having the candidate leading in the open merit list.

(9) In selecting candidates in scholarships received from foreign countries or educational institutions in accordance with this Rule, candidates from both the open and reserved groups shall be selected to the extent possible.

(10) In case seat is not available in any year for open or any group of reservation due to insufficiency of the number after the decimal point pursuant to Sub-Rule (9), the number of such group in such year shall be added to the next year. 

(11) In case of non-receipt of application in the seat reserved for any group or if no candidate can be selected, the seat allocated to such group shall be automatically transferred to open group.
