Formed according to the Policy Research Institute Development Board (formation) Order 2018 as per Article 3 of the Development Board Act 1956, The Policy Research Institute (PRI) is a government think tank.
The PRI's goals are to conduct rigorous research and analysis to review public policies, programs, and strategies and provide policy recommendations to the Nepalese government, to conduct studies on issues affecting various public sectors, and to serve as a knowledge and policy interface in the spirit of Article 51 of the Nepalese Constitution.
Economic development, security, national interests, international relations, and social justice are among the areas in which the PRI is obliged to do policy research. Other research areas include transparency, good governance, civil service, revenue, conflict of interests, citizen charters, environmental protection, and governance reformation. PRI conducts research on topics and areas that are also requested by the government through the Prime Minister's Office and the Council of Ministers, hence its study subjects are not exhaustive. This broad variety of research topics is clustered into five categories:
Cluster 1: Economic Affairs, Development, and Infrastructure
Cluster 2: Federal Affairs, Governance, and Public Service Delivery
Cluster 3: Political, Legal, and Social Affairs
Cluster 4: National Interests, Foreign Policy, and Strategic Affairs
Cluster 5: Science, Technology, and Natural Resources
