A tripartite agreement has been made to use Koshi Hospital, Biratnagar, as a teaching hospital for the Medical College to be operated by the Purbanchal University. For the operation of a medical college, a hospital with a minimum of 300 beds is required. The university did not have a large hospital, so an agreement was made with Koshi Hospital.

In the cabinet meeting held in 2079, Magh 23 had decided to establish a medical college at Purbanchal University and to use Koshi Hospital as a teaching hospital. Following the cabinet's decision, a tripartite agreement was reached between the Ministry of Education, the Ministry of Health, and the Purbanchal University.

The agreement's signatories include the Secretary of the Ministry of Education, Science and Technology, Ramkrishna Subedi, the Secretary of the Ministry of Health and Population, Dr. Roshan Pokharel, and the Vice-Chancellor of the University, Prof. Dr. Yadav Raj Koirala.

After the tripartite agreement, the Registrar of the University, Nilamani Pokharel, said that the university would now submit a request to the Medical Education Commission (MEC) for quotas. "We will appoint faculty for the medical college and go to the commission for the number of students," he said, "If we cannot admit students this year, we will prepare for next year from now."
He explained that admitting students to the Medical College would move forward after the Medical Education Commission allocates seats.

Former Prime Minister Girija Prasad Koirala established the university in 2052 BS (1995 AD). Then in 2056-057 BS, the government decided to provide 805 bighas of land in Gothgaun, Morang, to construct the infrastructure of the Purbanchal University.

Former Vice-Chancellor Jagat Bahadur Kshetri had initiated the preparation for the operation of the medical college in 2060 BS (2003 AD). Kshetri had also conducted the entrance exam in 2062 BS (2005 AD), but the political turmoil delayed the process.

After Purbanchal University got permission to operate a medical college, Morang now has three medical colleges. Two medical colleges already running in Biratnagar are; Nobel Medical College, Biratnagar, and Birat Medical College, Biratnagar.
