Ministry Directs Local Authorities To Publicize Scholarship Details

The Ministry of Education, Science, and Technology mandates the effective execution of policies concerning free education in public schools, fee determination in private schools, and scholarship distribution across all administrative levels.

Section (2) of Sub-section 11 of the Local Government Operation Act, 2074, specifies that local levels must enact laws to implement systems for free education, student encouragement, and scholarship management up to the secondary level, as detailed in Clause 16.

Public schools, as outlined in Rule 5 of the Compulsory and Free Education Regulation, 2077, are obligated to refrain from charging fees for enrollment, monthly tuition, exams, or any other category.

Private schools are required by Sub-section (3) of Section 27 of the Compulsory and Free Education Act, 2075, to reserve positions to provide scholarships to a certain percentage of students, varying based on enrollment numbers.

Rules 11 and 12 of the Compulsory and Free Education Regulation, 2077, mandate the formation and operation of a Scholarship Management Committee at the local level, supervised by the Chairperson or Mayor, to facilitate the provision and management of scholarships.

Private investment schools are restricted to charging fees specified by Rule 146 of the Education Regulations 2059, ensuring a maximum fee limit as directed by Section 14.1 of the School Fee Determination Standard Guide 2072.

Schools must establish monitoring mechanisms at the local and district levels, overseen by relevant municipalities and the District Coordination Committee, to track scholarship details, institutional school fees, and their implementation status, with provisions for disseminating information through official channels like websites.

The Ministry of Education, Science, and Technology urges all local authorities regarding the provision of free education in public schools, fee regulations, and scholarships in private investment schools, as follows:

  1. Section (2) of the 11th Sub-section of the Local Government Operation Act, 2074, outlines primary and secondary education duties, emphasizing the need for local legislation to effectively implement free education in public schools and manage fee determination and scholarship distribution in private investment schools.
  2. Rule 5 of the Compulsory and Free Education Regulations, 2077, prohibits public schools from charging enrollment, monthly tuition, exam, or textbook fees up to the secondary level.
  3. Sub-section (3) of Section 27 of the Compulsory and Free Education Act, 2075, directs private investment schools and educational institutions to reserve positions for providing free education to specific percentages of students based on enrollment numbers.
  4. Rules 11 and 12 of the Compulsory and Free Education Regulations, 2077, require the formation of a scholarship management committee at the local level, chaired by the regional head, to facilitate proper scholarship distribution and management.
  5. Subclause (b) of Schedule 22, related to Subsection 147 of the Education Regulations, 2059, stipulates criteria for fee determination in private institutional schools.
  6. Private investment schools must adhere to Rule 146 of the Education Regulations 2059 regarding fee charging, with a maximum limit as per Section 14.1 of the School Fee Determination Standards Guideline 2072.
  7. Schools are instructed to cease mandating students purchase items like books, stationery, or clothes from designated outlets, allowing parents to buy from the open market.
  8. Relevant authorities should oversee the establishment of monitoring mechanisms for scholarship details and institutional school fees at the local and district levels.
  9. Schools and local authorities must publicly disclose details of fees and scholarships through official channels.
  10. These directives serve as a basis for evaluating school performance and compliance.
