World Bank, which funds the $ 60 million Higher Education Project 2007-14, has expressed concern about the working style of University Grants Commission (UGC).

Newly-appointed UGC Chairman, Ganesh Man Gurung, said the Bank has even warned it could rethink the grant. He alleged that less than one-fourth of the project’s budget has been spent in the last three years.

The distribution of Rs 300 million to some 250 community colleges and the salary of hundreds of university professors and staff are pending for months.

The fact that the posts of UGC chairman and member-secretary have remained vacant since July 2010 itself speaks of the condition of higher education in the country, said Subas Chandra Dhungel, Chief Administrator at UGC.
