Universities being established without proper study

KATHMANDU – The government has decided to open new universities, despite the fact that it has not been able to manage the old universities of the country. The establishment and operation of ‘Bidushi Yogmaya Ayurved University’ had been announced in the budget for fiscal year 2075/76. 

The location of ‘Bidushi Yogmaya Ayurved University’ has not been fixed. A resident of Bhojpur district of eastern Nepal, Yogmaya Neupane is the activist against bad  social practices. Linguist Professor Nobel Kishore Rai said that it is the immature decision of the government to establish new universities without proper study. “Universities are the medium to gain knowledge of the world but they are being implemented without proper study, ” said Rai. Talking about the government decision Rai added, “At least five years of study, research and preparation should be done to know about the type of university needed in accordance with the places.”

Education expert Bidhya Nath Koirala said that the government should clarify the level at which the university is going to be established. “The government should make sure whether the newly established university is national, provincial or deemed university,” Koirala added. Koirala also mentioned the fact that the University Grant Commission has taken only Tribhuvan University and Nepal Sanskrit University as a national university. He also said that “there is a high probability of establishment of new universities but lack of proper criteria raised the confusion. Far-Western and Mid-Western University want to become national universities but the provincial government wants them to become provincial universities. Due to this, the  justification of university is in difficulty."

In the budget speech, it is mentioned that the university will be developing excellent education centers in order to make higher education competitive, specialized and exploration oriented in international level. It is stated in the budget statement that ‘Nepal government will provide necessary assistance to the community sector to establish a university. Open University & alternative education system will be expanded.'

According to sources, some former chancellors of universities had forwarded the proposal of establishing community-university due to which the government included this subject in the budget speech. Minister of Education, Science, and Technology Mr. Giriraj Mani Pokharel said that the government will take measures to improve the old universities and will give priority to public universities. He also said that the new universities will be established as per the need of the country.

Currently, Tribhuvan, Nepal Sanskrit, Kathmandu, Purbanchal, Pokhara, Lumbini Buddhist and Agriculture and Forestry, Mid- Western and Far- Western Universities are operating in the country. The government has recently decided to open Open University in Kathmandu and Rajarshi Janak University in Janakpur. The problem has been raised after the government gave the authority to use the property and human power of the affiliated campus of Tribhuvan University to newly opened universities. Tribhuvan University has chosen the legal way to protect its property.
