Two principals in one school

The education manual in the constitution of Nepal states that a school cannot have more than one principal teacher.

Birendra Secondary School of Kushma Municipality, Parbat has been running  with two principals. The principals are appointed by the Government and the school management committee separately.

A year before, the then prncipal of the school Devraj paudel had handed over the position on the  seniority basis to Ganeshraj Paudel. However, the school management team does not agree with this decision and appointed Hiralal Chhetri as its separate principal.

Paudel is the permanent teacher of secondary level third division whereas Chhetri is of lower secondary level second division. Paudel had run the principal’s position for three years before from 2068 B.S. He was accused of  financial embezzlement.

Regional Education Directorate, Pokhara, Commission for the Investigation of Abuse of Authority (CIAA) and District Education Office, Baglung have already corresponded on appointing paudel as the principal. However, The management committee does not agree on it.

According to the District Education Officer, Ramesh Paudel, Ganesh Paudel should be the principal according to the law.The conflict has led to the closing of the school accounts. The accounts are opened only for releasing salary to the teachers.
