Teacher appointment should be done only through TSC: Minister Giriraj Mani Pokharel

Kathmandu, 25 Baisakh (RSS): Minister for Education, Science and Technology, Giriraj Mani Pokharel, has said that although it is the responsibility of the local level to look after the school education, the appointment of teachers should be through the Teachers Service Commission process. 

The Education Minister said this while speaking in the meeting of the Education and Health Committee under the House of Representatives today.

He said the central government has made preparations to take the necessary decision in case the teachers' posts are inadequate for quality education and that the TSC would advertise for the required posts.

In the context of several local levels appointing and transferring new teachers themselves, the Education Minister said that teacher management would be difficult if teacher appointments are made through any other means except through the TSC process.

"The temporary teachers who have failed the internal competition would be given a handshake with facilities they get this fiscal year. The rest of the teachers cannot be included in internal examination frequently," he said.

The Public Education Strengthening Decade has been declared in the government's policies and programmes for the coming year, the Minister said and expressed the commitment that the government's attention would be in improving the quality of education at the community schools.

Stating that a proposal has been presented in the Council of Ministers to formulate the National Education Policy on the basis of the report submitted by the High-level National Education Commission, 2075, he said the federal education act would be prepared after the education policy is ready.

Education Minister Pokharel also expressed the belief that the Ministry will accept the committee's suggestions and the directives.
Committee president Jayapuri Gharti handed the report, related to the contemporary problems in the education sector and ways of resolving them, to Minister Pokharel on the occasion. 

The report was prepared by the sub-committee formed by the committee. 

Ministry secretary Khagaraj Baral underscored the need of adjusting the number of schools as an additional responsibility has been thrust on the government since the permission for opening new schools was provided in the past without identifying the need. 

The lawmakers who are the members of the committee demanded that budget should be allotted for free education which has been mentioned in the fundamental rights provided by the constitution, that the number of scholarship quotas should be increased, that the lack of teachers quota and management problem should be resolved at the earliest and that the additional income in the community schools should be kept in a separate fund.
