Private Plus Two colleges are gearing up to enroll SLC graduates with every possible strategy. But Higher Secondary Education Board (HSEB), established in 1989, has not yet been able to determine and implement fee structure for the colleges till date.
Lack of proper government guidelines is leading to private Plus Two colleges charging exorbitant fees from students, resulting in unhealthy competition among colleges.
The government has formed two separate committees at different times to determine fee structure but none of the committees was able to determine the fee structure till date.
A taskforce was formed under the coordination of Dr Ram Man Shrestha, former rector of Tribhuvan University in 2010 to determine fee structure of Plus Two colleges, but it was made dysfunctional before preparing report.
Dr Shrestha accused the Ministry of Education (MoE) and HSEB for not taking initiatives to help the taskforce.
“MoE officials dilly-dally to benefit from vague policies,” said Shrestha, adding, “May be they have vested interests and don’t want to sort out this issue.”
Before Dr Shrestha’s taskforce, another team under the coordination of Prof Gita Bhakta Joshi, former registrar of TU was formed in 2004, which submitted its report to the then government. He said, “We submitted our report to the government but it was not implemented.”
Meanwhile, Dr Hem Kumar Mishra, vice-chairman of HSEB, said that he was unaware of such committees and their implementation.
Umesh Shrestha, president of Higher Secondary Schools Association of Nepal said that they were also having a tough time in taking decisions on free structure of Plus Two colleges.
He said currently private Plus Two colleges were charging Rs 1,000 to Rs 3,500 as tuition fee from students of Science and Rs 700 to Rs 3,000 from students of Management .
Shrestha urged colleges to ensure sufficient infrastructure and enroll students on the basis of availability of infrastructure. Currently, 3,065 Plus Two colleges (both public and private) affiliated with HSEB are in operation across the country.
