Post of Non-Gazetted Second Class Officer (Kharidar) to be removed , No Post to be Fulfilled From an Open Advertisement

20 Jestha, Kathmandu : Preparations are being made to terminate the post of Non-Gazetted Second Class Officer (Kharidar) in Civil Service.  For this, there would be no advertisement for Non-Gazetted Second Class Officer (Kharidar) in an open competition.

The Federal Civil Service Act has mentioned not to include an open competition for the post of  Non-Gazetted Second Class Officer (Kharidar).

70 percent of the posts of Non-Gazetted Second Class Officer (Kharidar) were fulfilled through open competition. Now, the draft of Civil Service Act is being presented to the Ministry of Law, Justice, Constituent Assembly and Parliamentary Affairs for advise. The rule not to fulfil the post of Non-Gazetted Second Class Officer (Kharidar) through open competition has been mentioned in the draft of Civil Service section 8. 

Joint-Secretary and Spokesperson for the Ministry of Federal Affairs and General Administration, Suresh Adhikari, informed that the draft of the Federal Civil Services Act is under the Ministry of Law.

From now onwards, 20 percent of the total positions of Non- Gazetted Second Class Officer(Kharidar)will be fulfilled through internal competition and 10 percent of the positions will be through seniority which means Office Assistants who have completed their SEE will become Non –Gazetted Second Class officer(Kharidar) on the basis of internal examination and promotion.

70 per cent in open advertisement for Non –gazetted first class officer (Subba).

For the post of Non-Gazetted First Class Officer, now there will be the provision of 70 percent open competition to fulfil the post. Previously, only 40 percent was available for the fulfilment of the post. Similarly, 20 percent from capacity-based evaluation and 40 percent from seniority and performance-based evaluation for the fulfilment of the post.

In the draft of the Federal Civil Service Act, for the post of Non-Gazetted First Class Officer, evaluation system based on performance and work capacity has been removed. According to the draft, there will be 70 percent open competition in Non-Gazetted First Class Officer’s (Subba) post.
