MoEST directs NEB on exam security

Kathmandu, April 25: The Ministry of Education, Science and Technology has directed the National Examination Board to maintain security and orderly conduct during the board examinations of grades Xi and XII after analyzing the problem that came up during the Secondary Education Examination when question papers were leaked.

A task force has been formed under the coordination of Secretary at MoEST Khag Raj Baral to direct and provide necessary suggestions to NEB to conduct examination of grade XI and XII from April 28 to May 22.

The task force has submitted 22- point suggestion to NEB for conducting examination and transferring question papers. Some suggestions state that the NEB should manage online or filed reporting and inspection of the examination centers. It should ensure the security shield for the question paper to the exam centers.

NEB should form a control room with security personnel to get information from exam centers and provide them to the ministry as sought, handover the question papers only to the authorized person, begin the process of punishment as per the law if someone found guilty of disturbing the examination.

In the same way, examination question papers can only be opened under the surveillance of CCTV and three officials – Head of the examination center, assistant of the center and inspector. During examination, assistant, inspector, staffers and helpers should not be allowed to use mobile phones in the examination hall and the same should apply to students appearing for the examination.

Head of the examination center should record the name of school, position and address of the assistant, teachers, staffs and helpers appointed by him so that the record can be submitted to NEB as requested NEB should direct head of the examination to provide appointment letter to those staffers mentioning their rights and duty and also provide them identity card with photos.
