CIAA smells irregularity in medical school inspection

The Commission for Investigation of Abuse of Authority on Wednesday raised concern over an inspection of medical colleges jointly by the Ministry of Education (MoE) and the Nepal Medical Council (NMC).
 
The anti-graft body said that some NMC members, who are also the ones to endorse the results after monitoring the medical school s, on board the inspection team means there might be irregularities. "Even the simple theory of check and balance does not meet in this case," said CIAA in a statement after a committee formed by the Ministry of Health and Population (MoHP) submitted its inspection report.
 
The CIAA has directed the MoHP to investigate the medical school s who drew complaints about irregularities along with the NMA while receiving affiliations and allocating medical seats. It has also ordered the NMA to form a technical inspection committee without the Council members. It is learnt that a team of five members formed by the MoHP had visited Nobel Medical College, Biratnagar, and Bharatpur Medical College, Chitwan, before submitting its report to the CIAA.
 
The CIAA has also asked the Ministry of Education (MoE) to book the inspection team members who had submitted 'faulty' reports to the MoE.
 
A member of the MoHP inspection team, on condition of anonymity, said many reports of the MoE team were submitted either without signatures of the inspection team members or were in sharp contrast to what they had written for recommendations. "Some reports stated that the medical colleges had inadequate facilities, but in the recommendations those institutions were termed eligible for continuing their programme or increasing seats," the member said.
 
The NMA inspection members have been repeatedly criticised for an 'under-the-table' deal with medical school owners. Recently, the students of Janaki Medical College had also blamed the NMC inspection members for signing deals with the college board members to give clean chit to the college despite the lack of adequate medical faculties and facilities.
