Commission for the Investigation of Abuse of Authority (CIAA) today filed a case at the Special Court Kathmandu against Bijendra Kumar Rai , former chief of the Pokhara-based Higher Secondary Education Board (HSEB)’s Western Regional Office, on the charge of abuse of authority while allotting scholarship at the HSEB in the fiscal year 2068/2069.
“The CIAA has found that Rai did not follow even the Scholarships Directives 2067,” reads a statement issued by the CIAA Monday evening adding, “Rai was even found to have assigned the peons and security guards of his office to check the papers, which is sheer violation of existing HSEB rules and regulations.”
The CIAA’s recent investigation has pointed out that Rai used to manipulate the marks of candidates who had been applying for the scholarships.

छात्रवृत्ति छनौट तथा वितरण सम्बन्धी कार्यका लागि उच्च माध्यमिक शिक्षा परिषद्, सानोठिमी, भक्तपुरबाट जारी गरिएको “छात्रवृत्ति निर्देशिका, २०६७” बमोजिम छनौट प्रक्रिया अवलम्बन गरिएको नपाइएकोले
त्यस प्रकारको गलत कार्य उपर पूरा जिम्मेवारी लिएर बसेका तत्कालीन कार्यालय प्रमुख वीजेन्द्र कुमार राईलाई भ्रष्टाचार निवारण ऐन, २०५९ को दफा १३ द्वारा परिभाषित कसुर अपराध गरेको देखिदा निजलाई सोही दफाद्वारा व्यवस्थित हदैसम्मको सजायको मागदावी लिई आज विशेष अदालत, काठमाडौमा अभियोग पत्र दायर गरियो ।
