Institutional schools operating within Bharatpur Metropolitan City in accordance with Section 27 of the Compulsory and Free Education Act, 2075, Rule 11 of the Compulsory and Free Education Regulations, and the Scholarship Management Procedure, 2082.
All concerned schools are required to identify, select, distribute, and report scholarships strictly as per the provisions mentioned below.

SCHOOL SCHOLARSHIP MANAGEMENT COMMITTEE
Each institutional school must form a School Scholarship Management Committee as per Section 8 of the Procedure, consisting of:
- Coordinator: Chairperson, School Management Committee
- Member: Chairperson, Teachers' Parents Association
- Member: Chairperson of the concerned Ward Education Committee (or nominee)
- Member: Authorized Representative, Education Administration Division
- Member Secretary: Principal of the School
STUDENT DATA & SCHOLARSHIP QUOTA DETERMINATION
- All schools must update the total enrolled students (CDC to Class 10) in IEMIS immediately.
- Scholarship quota must be calculated excluding Classes 11 & 12, based on total enrollment:

PUBLIC NOTICE & APPLICATION COLLECTION
- Scholarship quota must be disclosed in Schedule–1 format.
- Applications must be collected by publishing a minimum 15-day public notice through:
- School website
- Social media platforms
- Messenger / WhatsApp groups / SMS
- Written notice to parents or guardians
If a school has already collected applications, they remain valid; however, a fresh 15-day inclusive notice must still be published.
SCHOLARSHIP QUOTA DISTRIBUTION (CATEGORY-WISE)
- Meritorious (Talented) candidates account for 37% of the total.
- Poor and Deprived candidates also make up 37% of the total.
- Indigenous / Janajati candidates represent 12% of the total.
- Dalit candidates constitute 6% of the total.
- Persons with Disabilities account for 3% of the total.
- Armed Conflict & People's Movement Victims' Children also represent 3% of the total.
- Minority / Highly Marginalized & Endangered Janajati candidates make up the remaining 2% of the total.
PROCESS & SELECTION
- Applications must be:
- Registered by the school administration (Schedule–2 format)
- Presented to the Scholarship Management Committee
- Published publicly for transparency and objection
- Final selection:
- Conducted by the School Scholarship Management Committee
- Published on the school’s website and social media (Schedule–3 format)
SCHOLARSHIP CONDITIONS
- Partial scholarships are strictly prohibited.
- Scholarship recipients must receive:
- 100% waiver of admission fee
- 100% waiver of the monthly tuition fee
- Schools must:
- Issue a scholarship confirmation letter (Schedule–5 format)
- Refund any admission fee already collected from newly admitted scholarship students
MANDATORY REPORTING REQUIREMENTS
Schools must submit:
- Complete scholarship distribution details
- Final list of recipients (Schedule–3 format)

Deadline: By Ashar 15, 2083
- Scholarship recipient details must be updated in IEMIS by 2083/03/15.

All institutional schools are legally bound to comply with this notice.
Failure to implement scholarship provisions or submit reports within the specified timeline may result in administrative action as per prevailing education laws.
